保護關渡沼澤區的效益評估

Benefit Estimations of Preserving Kuantu Wetland


Abstract

本文係利用假設性市場評價法估計保護關渡沼澤區的願付價格。關渡沼澤區係台灣最重要的賞鳥地區之一,每年有成千上萬的候鳥棲息。我們利用開放式問答與封 閉式問答二種問卷,訪問不同的樣本。開放式問答係利用tobit模型估計,而封閉式問答以logit模型估計。另外,我們利用Krinsky and Robb模擬方法,以及bootstrapping方法來計算願付價值平均值的信賴區間。根據開放式問答樣本,維持沼澤區現況的每年願付價值為1225 元,而改善10%則為1695元。另外,封閉式問答樣本,維持現況則每年願付價值為1620元,而改善10%則為3161元。估計結果顯示,封閉式問答較 開放式問答有較高的願付價值。這和Walsh,Johnsom and McKean(1989)的發現相一致。
