一、研究源起與目的 本計畫奠基於前三年度研究,除持續針對架構中主觀的態度認知指標進行測量,以及比較不同調查方法(包括住宅電話調查、手機調查、網路調查)的使用,本計畫因應開放政府的風潮,加入政府開放資料(Open Government Data, OGD)的分析,探究政府開放資料在電子治理公共價值架構下的應用。另外,本計畫為了解網路輿論對傳統民意的導引效果,先選定四項網路聲量較大的公共議題(同性婚姻合法化、核電存廢、一例一休、Uber合法化),特別以電話調查的追蹤樣本設計,蒐集民意資料,結合巨量資料進行分析。 此外,本計畫因應全球共享經濟(sharing economy)與行動載具的快速發展對電子治理造成的衝擊,本年度針對共享經濟發展進行相關的文獻初探,並擴張主觀調查中行動載具相關題型,以期梳理出共享經濟與行動服務的發展趨勢,用以研提未來相關政策。 總之,本計畫植基於前三年度研究的基礎,以跨時資料審視我國數位國家發展面向、電子治理的相關動態,乃至於數位國家治理發展所追求之公共價值的實踐程度;同時因應科技發展以及調查方式的發展,應用不同資料蒐集方式,進行調查方法的整合與檢討;並回應國際新興議題的發展,分析行動服務與共享經濟的發展對電子治理的影響,研提具體的因應策略。 二、研究發現 (一)電子公共價值治理指標的國情追蹤部分 整體而言,從2015年至2016年期間,民眾在運用網路來促進人際互動以及增加生活品質的正向意見提升了,對於網路資訊以及朋友的信任增加,同時使用臉書來發表意見頻率更高。但對於政府提供的服務,除了感受其服務量增加外,對於其他面向的正向意見則大都呈現下降的趨勢。 (二)巨量資料分析部分 巨量結果調查的四個政策中,以一例一休討論聲量最大,推測因為觀測期間(105/07/01-105/09/30)正好是法案爭議性頻繁的時間,包含立委拒絕主持會議,教師節放假等議題,而由四個議題聲量起伏可以發現,網路討論與國內新聞有相對應的討論峰度,但是對國外新聞反應較弱。 (三)行動服務與共享經濟發展部分 1、行動載具成為主要的上網設備之一,其重要性甚至超過傳統的桌上型電腦。從跨年度資料分析的結果來看,使用手機或平板電腦等行動載具上網的比率有逐年上升的情形,透過行動載具上網儼然已成為一種趨勢。 2、有6成以上的民眾會使用行動載具上網表達自己對當前大家關心問題看法,會透過行動載具將重要公共問題傳給他人的比率更高達8成,顯示雖然使用行動載具撰寫文字,不如使用傳統電腦來得方便,但許多民眾已習慣透過行動載具表達意見或發送訊息。 3、使用行動載具參與公共議題的習慣,並未隨著年齡的增加而減少,中高齡者似乎更加仰賴行動載具作為網路意見表達的工具。另一方面,不同職業別的受訪者中,則以專業人員使用行動載具傳遞公共問題或提出看法的比率較低。 4、目前民眾對於Uber的接受度並不高,有4成左右的受訪者不願成為Uber的司機或透過Uber叫車,另還有3成的受訪者沒聽過Uber。40~59歲年齡層的民眾對於Uber的接受度最低,而60歲以上的民眾的受訪者,則有很高的比率根本沒聽過Uber。不同職業別的受訪者中,則以從事農林漁牧的受訪者沒聽過Uber的比率最高。
Since 2003, the United Nations (UN) has continuously constructed and rectified the stage theories of e-development and the indices of e-government readiness. Those indices have become important indices for governments around the world to compare their e-government capabilities. The studies conducted by the World Economic Forum (WEF) on the readiness and development of information and communication technologies (ICTs) of major economies have also become the basis for the judgment of national competitiveness. In order to connect with international e-governance developments and ensure the continued construction of Taiwan’s e-governance measurement framework, the National Development Council has entrusted the Chen et al. (2014) research team of the Taiwan E-governance Research Center to conduct the research, titled “Public Value and Electronic Governance: Analytical and Methodological Reflections.” The research team was able to construct the first edition of the framework of public value e-governance (PVEG) through the use of literature analyses and the Analytic Hierarchy Process. The framework includes three major values: operational, political and social values. The values are then further divided into the nine dimensions, including efficiency, use-oriented service, transparency and accountability, citizen participation, equity in accessibility, trust, self-development, quality of life and environmental sustainability. Data from the subjective indicators were also gathered through surveys. Based on the previous research, the present project continues to collect subjective data for the indicators of PVEG framework and compare different survey methods (land lines, cell phones and internet surveys). In response to the trend of Open Government, the analysis of Open Government Data is conducted in this project with the aim of probing into the application of Open Government Data under the PVEG framework. In order to further understand the effects of online discussions on changes in public opinions, four policy issues whose volume of internet posts are relatively high have been selected, including the legalization of same-sex marriage, the termination of nuclear power plants, the five-day work week bill and legal approval for Uber’s operations. These issues are designed based on the sample tracking of telephone survey to collect public opinion data, and then analyzed with big data. Due to the rapid development of sharing economy and mobile devices on e-governance, preliminary literature review about the sharing economy is conducted this year. Several questions about mobile devices are also included in the surveys with the aim of clarifying the future development of sharing economy and mobile service to fit the need for developing related policy in the future. On the basis of past three years’ work, the present project examines the changes in our national digital status, the development of e-governance and the achievement of PVEG using multi-year survey data analyses. In the meanwhile, advances in technology and survey methodologies make it necessary for this project to integrate different survey approaches. With the development of emerging global issues, this project also analyzes how the development of mobile service and sharing economy influences e-governance.
