本研究為兩年期研究計畫,其第一年度旨於建構出TOD區步行友善環境評估指標系統。首先以FDM進行專家共識分析,分別為土地容受力、公共設施服務、行人友善、環境友善、社區環境等,共具有五大評估構面及14項指標,針對其指標構面與評估因數代表意涵。續以Grey-ANP方法所求得之灰色權重區間具有「決策彈性」。第二年度為以Space Syntax步行空間結構分析以討論資源配置的影響,並進一步分析案例地區北京地鐵站與臺北車站之TOD區內步行空間結構特性,係以Space Syntax量化方法與理論作為基礎,結合TOD之5D規劃理念,加以討論步行環境中資源配置的合理性,主要從車站周邊強度與密度的配置、土地混合使用程度、行人導向設計、公共服務設施可及性、適當發展範圍等面向,並導入前一年度所建立之TOD區步行友善環境評估指標,以「北京站 (最大連接值39、控制值12.8340、深度值7.4821、地區便捷值6.6218)」與「臺北車站(最大連接值26、控制值6.9531、深度值4.3680、地區便捷值5.7599)」半徑500公尺所形成之TOD區作為研究案例,分析在不同城市規模下,其人群的流動與資源配置的差異,以此檢視目前的空間佈局與現況發展是否符合TOD規劃理念。最後,以PLS-SEM方程結構模型分析大眾運輸周邊步行環境與資源配置對弱勢族群身心健康之影響,據以作為後續提出TOD區內弱勢族群步行友善環境規劃策略之參考。
This research is a two-year research project, the first year of which aims to construct an evaluation index system for a walk-friendly environment in the TOD area. First, conduct an expert consensus analysis based on FDM, including land capacity, public facility services, pedestrian-friendly, environmentally friendly, and community environment. It has five major evaluation dimensions and 14 indicators. The indicator dimensions and evaluation factors represent the meaning Han. In the second year, the Space Syntax pedestrian space structure analysis is used to discuss the impact of resource allocation, and further analyze the characteristics of the pedestrian space structure in the TOD area of ​​the Beijing Metro Station and Taipei Station in the case area, based on the Space Syntax quantitative method and theory, combined TOD’s 5D planning concept discusses the rationality of resource allocation in the pedestrian environment, mainly from the perspective of the intensity and density of the station surrounding the allocation, the degree of mixed use of land, pedestrian-oriented design, the accessibility of public service facilities, and the scope of appropriate development.
