中小學教師換證體系評估與建構之研究

強化教師專業能力以提升教育品質,一向是各國師資培育所重視的關鍵議題;而透過教師換證制度的推動,有助於教師專業學習,並達到提升教師專業能力及確立教師專業地位之效益。本研究旨在探討國內相關專業團體人員證照更新及美日等國實施中小學教師換證之最新發展狀況,並評估我國中小學教師換證制度之可行性與建構教師換證制度之內涵,研究為期二年,採用訪談、焦點團體座談、問卷調查等方法,並以教育行政人員、專家學者、學校教育人員等為研究對象。本研究獲致以下九點結論:一、中小學教師換證能夠有效發揮「增進教師專業知能」、「維持教師專業水準」和「確保教師教學品質」之功能。二、中小學教師換證週期,以十年為主、其次為六年。三、中小學教師換證採計的條件,贊成以「研習進修時數」占多數。四、中小學教師換證免除條件,贊成以「換證期間內獲得政府或民間團體舉辦之全國性特殊優良教師獎」占多數。五、中小學教師延緩證照更新條件,贊成「換證期間內,因生產、育嬰、侍親等事由辦理留職停薪者」占多數。六、中小學教師換證體系在證照更新條件之研習進修時數的採計辦理單位,贊成「地方政府研習機構」占多數。七、中小學教師換證之主政核發單位,贊成「教育部」辦理占多數。八、中小學推動教師換證制度可能遭遇之阻力,最主要是「缺乏法源依據」。九、中小學教師換證所需之配套措施,主要為「教師法明訂教師換證,取得法源依據」等。根據上述研究結論,茲提出以下六點建議:一、教師換證制度,宜列入「教師法」修法之內容。二、中央主管機關核發教師執業證照,以利辦理中小學教師換證。三、加強中小學教師換證制度溝通,建立共識以利推動。四、中小學教師換證應與不適任教師處理脫鉤,避免干擾換證之目的。五、中小學教師換證採計的條件,可優先考慮「研習進修時數」。六、建立中小學教師換證制度申訴規定,提供教師救濟管道。
Enhancing teacher’s professional knowledge and abilities to improve the quality of education is a key issue of teacher education around the world. Through promoting teacher license renewal system, it is beneficial to teachers\' professional learning, professional competence and professional status. This study aims to explore the license renewal of relevant professional organizations in Taiwan and teacher’s license renewal system in United States and Japan. It also evaluates the feasibility of the license renewal system for primary and secondary school teachers in Taiwan. This study conducts by interviewing, focus group discussions and questionnaires. Education administrators, scholars, school principals and teachers, representatives of principal and teacher unions were selected as samples in this study. The nine conclusions are as follows: 1.The license renewal system for primary and secondary school teachers can effectively play the functions of \"enhancing teachers\' professional knowledge\", \"maintaining teachers\' professional standards\" and \"ensuring teachers\' teaching quality\". 2. For primary and secondary school teachers’ license, the expiration date should be ten years or six years. 3. \"Training hours\" is the main consideration of teacher license renewal system. 4. The exemption of license renewal, the majority agree that the national special excellent teacher award shall be accepted. 5. The postponement of license renewal for primary and secondary school teachers should be \"during the renewal period, due to childbirth, child care, paternity”, etc. 6. The training hours in license renewal mainly takes \"local government institutes\" into consideration. 7. \"Ministry of Education\" should be the authority of issuing license. 8. The main difficulty of promoting the license renewal system is \"a lack of law basis\". 9. The complementary measures for the license renewal system are the necessity of the renewal of teachers\' law stipulates and obtaining the law basis. The study also provides six recommendations for reference as follows: 1. Teacher license renewal system should include the component of \"Teachers\' Law\". 2. The central competent authority should issue teachers\' licenses to facilitate the renewal system for primary and secondary school teachers. 3. Strengthen communication on the license renewal system for primary and secondary school teachers and build consensus to promote it. 4. The license renewal system should exclude the issue of incompetent teachers to avoid disturbing the system. 5. \"Training hours\" should be the priority consideration of teacher license renewal system. 6. To establish the appeal regulation for teacher license renewal system and for teachers’ administrative relief.
