Regional Revitalization;Population Change;Alishan;Fair Trade;Local Industry
阿里山國家風景區擁有豐富的森林資源和鄒族原住民文化資產;在文化旅遊的 風潮下,兼顧文化永續發展與資源利用的觀光模式,是本計畫執行設計服務的 核心主張。本計畫主要分為兩大部分:(一)設計服務及觀光美學工作坊; (二)人口變因與產業發展研究論文。兩部分產出說明如下: 一、臺 18 主線觸口、公興、公田三處聚落的觀光氛圍營造方案,主要產出包含 伴手禮包裝設計三款、中英文旅遊簡介,以及觀光美學工作坊——「塔山下自 慢遊創意商品設計志工-創意商品設計成果發表會」二場次。並針對豐山、來 吉、太和三個臺 18 支線聚落,提出創意商品共九個設計提案。在設計服務的導 入下,可望達成在地文化與創意加值的和諧目標。 二、阿里山國家風景區處地質敏感帶且天災頻傳,導致人口遷移、經濟產業結 構改變。本計畫透過兩篇研究論文產出,分別探討改變阿里山國家風景區內人 口成長變因的對策,及公平貿易導入阿里山各聚落的可行性分析。兩篇論文均 已完成海外研討會投稿發表,簡要論點說明如下:(1)以《借鏡日本神山町地 方創生案例探究阿里山鄉改變人口成長變因之研究》為題,本計畫研究人員前 往日本神山町,透過訪談法探討當地非營利組織 Green Valley,如何以「創意 的低密度」為概念,翻轉人口外移造成經濟衰退危機的經驗。並藉此作為阿里 山國家風景區改變人口變因、創造多元經濟發展之借鏡。(2)以《公平貿易導 入阿里山國家風景區產業經濟發展策略之研究》為題,透過社會企業本質、社 會影響及商業運作之三項評估模型,進行問卷訪查與結構式訪談。經資料縮 減,結果顯示基於以下五個因素:a.能持續為當地帶來實質效益 b.以發揮正面 影響力為願景 c.具資源整合力 d.具良好自我認知與成長力 e.具永續發展性,研 究總結認為阿里山國家風景區應策略性地導入公平貿易制度。
Alishan National Scenic Area is rich in forest resources and aboriginal cultural assets of Tsou. With the cultural tourism trends, the core of the design service of this program contains cultural sustainable developments and the resource utilizing tourism mode. The program is divided into two parts: I)Design projects and tourism aesthetics workshops. II)The study of population changes and the development of local industries. The achievements are as following: Part I, The creation of the tourism atmosphere for the main line of Tai-18th Highway links three village, Chukou, Gongxing and Gongtian. The main implementation of the program are three souvenir packaging, bilingual promotional brochures design, and two tourism aesthetics workshops. To the branch line of Tai-18th Highway links other three villages, Fengshan, Laiji and Taihe, this project presented nine touristic creativity products. Through the implementation of design services, it is expectable to achieve the goal of enhancing the local culture with creativities. Part II, Alishan National Scenic Area is in a geologically sensitive region which is also facing to the natural disasters. It not only leads to the population shrinkage and migration, but also change the composition of the local industry. To investigate the countermeasure for the changing population, and analyze the possibilities of introducing Fair Trade Certification into tribes in Alishan Township, the program finished two theses which have published on the conference aboard. The arguments put forward by research are as following:(1)The case study, Exploring the Variable of Population Change in Alishan Township by Learning from the Case of Regional Revitalization in Kamiyama-cho, Japan, had collected data through interviews directly in Kamiyama-cho, Japan. It mainly aims to discuss how the local nonprofit organization—Green Valley brought population growth that benefits economic development for the locality by regarding “creative low density” as the concept and seizing the opportunity of the government’s infrastructure construction. It could be considered as a reference for Alishan National Scenic Area to help the population growth and create diversified supports for the economy. (2)The thesis, Introducing Fair Trade to the Economic Development Strategy of the Industry in Alishan National Scenic Area, researched by questionnaires and structured interviews with the assessment items, named Performance Evaluation Model which includes essence of social enterprise, social impact and business operations. Five factors are formulated based on collecting opinions from interviewees: 1. Bringing substantial benefits to the local community on a sustainable basis; 2. Vision of playing a positive role; 3. Being capable of resource integration; 4. Having good self-awareness and potential for growth; 5. Sustainable development. The conclusion of this study suggests that Alishan National Scenic Area should introduce Fair Trade Certification strategically.
