台灣社會變遷基本調查是由行政院國家科學委員會人文及社會科學發展處在一九八三年推動,由社會科學界研究人員規劃執行。調查的主要目的在經由抽樣調查研究收集資料提供學術界進行有關社會變遷之研究分析。在基本調查研究的設計上,是以間隔五年為原則,從事貫時性之調查,以集得可做兩個時間點以上之比較分析,達到探究社會變遷為重要目標。

本資料檔是「大眾傳播」組的問卷資料,調查主題延續二期三次、三期三次四期四次的問卷題組,包括一般傳播行為型態、傳播行為之實用性與世俗性、專門性與區隔性、傳播媒介之民主與自由化表現之評估、以及網路使用。另本次調查鎖定媒體使用的影響面與功能面,其中包括六個新子題:媒介使用型態與性別角色刻板印象之關聯性;大眾媒介使用與外籍配偶形象的認知與評價;媒體、價值觀與消費;新媒體、傳統媒體在閱聽人於議題認知與態度的差異;支持限制媒介報導選舉民調:第三人效果與政黨認同的影響;產品資訊搜尋、購買通路與媒介取代等相關議題。

本調查以台灣地區具有國籍之18歲及以上民眾為研究母體,採分層三階段等機率抽取樣本(層級、村里、個人),預定完成2,000案。為避免其他因素干擾(如拒訪等)導致無法達成預計案數,以膨脹樣本的方式進行抽樣,抽出的所有個人都必須經過訪查;膨脹比率介於1.5倍到3倍之間,共抽出4,604案。資料蒐集則以面對面問卷調查方式執行之,於2008年7月開始執行到9月。最後,實際完訪樣本數為1,980案。

In the early 1980s, the National Science Council initiated an unprecedented project: the Taiwan Social Change Survey (TSCS hereafter). Data collected by the TSCS are released to the academic community for substantive research two years after data collection is completed. The first national representative survey was administered in 1985. Since then, the TSCS series has released 40 survey data sets, which cover the behaviors, attitudes, and values of 84,893 respondents. According to the project directors of the well-known American General Social Survey (GSS) and British Social Attitudes (BSA) Survey, the TSCS has become the largest of all the general social survey series in the world (Smith et al. 2005:74). As part of the wave of globalizing social surveys, the TSCS joined the International Social Survey Programme (ISSP) in 2002 and became part of an East Asian survey team that initiated the East Asian Social Survey (EASS) in 2003. The 2008 TSCS consists of two modules, as usual. The Mass Communication module, which is repeated every five years, covers important topics in mass communication and adds influence and functions of mass media to the 2008 module. A total of 1,980 completed questionnaires were obtained. The second module, Globalization and Culture, includes the EASS core questions and topics that reveal the current status of globalization and culture exchange in Taiwan. A total of 2,067 completed questionnaires were obtained for the Globalization and Culture module. In addition, a barcode system for data key-in and quality control was employed to expedite the process of data cleaning and error correction during the early stages of the fieldwork operation to ensure data quality. The cumulated survey data will be released to the public, as it has been in the past, to provide the empirical basis for understanding social changes over time in Taiwan.
