臺灣社會變遷基本調查是由行政院國家科學委員會人文及社會科學發展處在一九八三年推動,由社會科學界研究人員規劃執行。調查的主要目的在經由抽樣調查研究收集資料提供學術界進行有關社會變遷之研究分析。在基本調查研究的設計上,是以間隔五年為原則,從事貫時性之調查,以集得可做兩個時間點以上之比較分析,達到探究社會變遷為重要目標。

本資料檔是「大眾傳播」組的問卷資料,調查主題延續二期三次與三期三次的問卷題組,包括一般傳播行為型態、傳播行為之實用性與世俗性、專門性與區隔性、以及傳播媒介之民主與自由化表現之評估。另隨著網路的快速發展,本次調查中加入網路傳播的主題,以「網路對民眾傳播行為的影響」為核心主題,發展出七個不同的子題,包括數位落差、網路使用之先決因素、網路使用與公民參與、網路使用、社會資本與政治信任、網路與公共領域、網路關係、網路消費傾向與行為等相關議題。

本調查以台灣地區具有國籍之18歲及以上民眾為研究母體,採分層三階段等機率抽取樣本(層級、村里、個人),預定完成2,000案。為避免其他因素干擾(如拒訪等)導致無法達成預計案數,以膨脹樣本的方式進行抽樣,抽出的所有個人都必須經過訪查;膨脹比率介於1.6倍到2.1倍之間,共抽出3,724案。因未達預定之完成案數,又加抽650案,共抽取4,374案。此外,又在成功樣本所屬的家戶中,加抽網際網路使用者樣本,計278案,所以最後總抽出樣本數為4,652案。資料蒐集則以面對面訪問調查方式執行,於2003年8月開始執行到9月。最後,主樣本完成1,946案,「戶中加抽網際網路使用者」完成215案。

Taiwan\'s Social Change Survey has been nitiated and sponsored by National Science Council for around 20 years. The main purpose of the series of survey is to provide survey data with national sampling, regarding various aspects of social phenomena in Taiwan. All the data collected are publicized for academic research. A number of survey topics are repeated every five-year period and facilitate a base for detecting changes of the Taiwanese society.Thirty surveys have been completed and twenty eight are announced for public use and two more surveys has been just completed and will have the data ready for analysis in a couple of months later.

The value of TSCS is that the time series surveys are conducted for substantive analysis of social change in Taiwan. The continuity of topics or sets of questionnaire items is very crucial for the project. In 2003, two questionnaire surveys were conducted. The first is about media and communications, which is the third survey of the same topic, and the subjects or items in the questionnaires of two previous surveys constitute the major part. Batteries of items related to Internet use are included. The second focuses on national identities and is the first survey of the same kind in TSCS. It is based on a 15-minutes module of national identity proposed by International Social Survey Program. Items related the current issues of national identity in Taiwan is designed by the research team and added to the ISSP module, forming a 45minutes questionnaire of national identity. After the fieldwork and data cleaning, there are 2161 successful samples (215are extra samples for internet users) for the questionnaire of mass communications and 2016 successful samples for the questionnaire of national identity.
