目前台南市營業中的10家保齡球館,其中只有 2家領有營業執照,可 以合法地經營,其餘則違法設立在住宅區或公共設施用地。若要使得保齡 球館業者能合法地找到用地,讓業者先與社區協商,在與居民達成相當的 共識,及對社區有具體的回饋後,再允許變更其基地的使用類別,使球館 得以在社區內興建。本研究即在探討影響協商意願的變數。
社區居民是否同意用地變更,取決於下列五項因素:(1)居民屬性;(2) 居民對未來居住環境的預期;(3)球館產生的利益;(4)球館業者的改善措 施;(5) 球館業者提供的具體回饋。本研究在問卷設計中,包含以上五項 資料,以有保齡球館設立的社區住戶為調查對象。由於居民是否願意與保 齡球館業者協商為二項選擇,因此透過二項 logit模型,找出影響居民願 意協商機率的顯著變數。
模型結果顯示,一個住、商混合的社區,且社區內的商業行為可與保 齡球館是相輔相成者,其社區居民願意協商的機率較高。另外,若業者能 夠為附近居民提供足夠的停車空間及增加建築物退縮的距離等,與減少對 治安的不良影響,亦可提高居民的協商意願。

There are 10 bowling alleys in Tainan City. Two of them observed the regulations and were legally in commercial districts. The others are illegal because they are in residential districts or land reservation for public facilities. To facilitate investors to find suitable sites, we can institute planning mechanism for land use variance to allow an investor to negotiate first with residents in a community, to accomplish some sort of consensus, and to make some contributions to the community in order to set up his business. The study tries to find explanatory variables which are related to success or failure of a negotiation.
A resident's willingness to negotiate with investors depends on variables in the following five categories : (1)residents' characters; (2)the resident's perspective about the future of his community; (3) the merits produced by the alleys for him; (4) the ability of the investor to reduce negative environmental effects; and (5) the contributions made by the investor. Those variables are included in a household survey. Since the willingness to negotiate with the bowling alleys investors is a binary choice. A logit model of binary choice can identify the significant variables that influence his choice.
The result of the model show that a community, with has mixed use of residence and commerce, and of which commercial uses are compatible with bowling alleys, has higher probability to negotiate with, and accept, the investors. On the other hand, if investors can provide enough parking spaces for surrounding neighbors, set back enhance community security, communities will be more likely to negotiate with, and accept them.
