儘管環境變化快速,產業新作法的更替仍是一連串冗長且緩慢的演化過程。為能釐清新措施制度化的過程中,不同組織所扮演的角色,本研究結合制度與創新兩階段理論,將制度創新區隔為改變階段與擴散階段,探討於不同制度化階段中,場域內組織所需具備的動機與能力。其中,制度壓力可解釋組織採行新制度之動機;創新兩階段理論則可解釋組織採用新制度的能力。面對人口結構高齡化之衝擊,本研究視企業針對中高齡人力採行多元措施,為一項新制度的採用,針對台灣5000大優秀企業之訪調與公開上市資料,本研究發現,(1)具聲望之組織傾向於制度改變階段中,領先同業創造高齡人力資源措施;(2)公股企業傾向於制度擴散期,採用高齡人力資源措施;(3)具聲望之公股企業傾向於制度擴散階段,採行高齡人力資源措施。研究發現,組織對於環境感知的能力與其正當性,為改變制度的驅動力;組織追求正當性的動力與成熟的組織結構,為擴散新制度的關鍵。本研究主張,新措施制度化的過程中,現存制度對於具聲望企業成長的限制將誘發新措施被創造的關鍵,而新措施是否可成功成為場域中泛用的制度,則端視於(具聲望)公股企業是否有採用該新措施,達到示範之效。

Facing the global trend of aging, organizations should create or implement the aging HR practices (e.g., as flexible working hours, cross-age team etc.) as a response to growth. By integrating the neo-institution with the two-stage innovation theory, this study aims to clarify the firm attributes affecting the timing of adopting HR practice for the aging workforce. Based on the survey of 537 leading companies across industries in Taiwan, the results show that: (1) Prestigious firms tend to initiate aging HR practices in the early stage of the aging HR practice. (2) The joint state-private enterprises tend to implement these initial HR practices in the diffused stage. (3) The joint state-private enterprises with high prestige tend to implement these aging HR practices in the diffused stage. This study argues that the adoption timing of new practice not only depends on firms’ cognition for growth pressure, but also relies on their capability on innovation. In order to accelerate the evolution of institutionalization, prestigious and joint state-private enterprise, owning different motivations and capabilities, play separately a key role at initial and diffused stages of institutionalization for a new practice.
