 中東歐前共產國家與台灣在八零年代末的民主化轉型有一共同點,亦即藉由政治性的「市民社會」力量推翻極權或威權體系。中東歐諸國在歷經1989 年以來的共產政權崩潰、制度轉型、全球化衝擊下,民主化與市場化的成就終於在2004 年為歐盟接受為其會員國,市民社會的發展對其民主鞏固發揮極大影響力。在過去二十年來,活躍於中東歐新興民主國家地方社會的公民們結合為非政府組織或民間 社團,致力於復甦社區生活、深化草根民主與提升地方認同,不僅彌補地方社區的社會真空狀態,也為創造優質的民主生活奠立基礎。 本計畫旨在探究中東歐國家如何透過地方層級的組織性民間團體建構理想的社區生活,及其如何貢獻於地方社會的發展、草根民主政治的運作、就業創造及社會自我 組織,並以這些研究成果與台灣地方層級市民社會發展進行比較。為此,本計畫擇定六個代表性的地方城市或鄉鎮進行個案分析,分別是捷克的中型城市 Oloumoc 及小型鄉鎮Kutna Hora、斯洛伐克的中型城市Presov 及小型鄉鎮Banska Stiavnica、以及台灣的台南市(舊制)及新北市瑞芳區九份、金瓜石地區。我們將使用兩種研究方法來蒐集資料,一是針對當地社區居民態度的量化問卷 調查,另一是對於社區關鍵人物及特定社團組織領導人的質性訪談。 研究計畫的實際進行將採取國際合作的方式,主要與Zdenka Mansfeldova 教授(捷克科學院社會學研究所副所長)領導的捷克研究團隊,及Lubomir Faltan(斯洛伐克科學院副院長、社會學研究所研究員)領導的斯洛伐克研究團隊,一起完成必要的移地研究及社區調查和訪問。

The Central and Eastern Europe and Taiwan shared the common point on the democratic transformation in the end of 1980’s; that’s, to overthrow the totalitarian or authoritarian regimes via political ‘civil society’. A collapse of the Communist regime and the following system transformation in the globalized environment brought forth the post-communist countries’ achievement of democratization and marketization, which led them to the entrance of European Union in 2004. In efforts for revitalizing the community life, deepening the grass-rooted democracy and converging the local identity, active citizens have associated themselves in a shape of NGO or NPO and the like these twenty years or so. They not only fill the vacuum in local community, but also establish the foundation of democratic life for a best-quality. Our project aims at exploring how the Central and Eastern European countries construct their ideal community life via civic associations at local level, and how the associations contribute to the development of local societies, the grass-roots democracy in politics, job creation in economy, and self-organization in society. The outcome of this research is expected to provide implications and references for the development of Taiwan’s civil society at the local level. To achieve this aim, we plan to conduct case studies in six local communities: Oloumoc and Kutna Hora in the Czech Republic, Presov and Banska Stiavnica in Slovakia, and Tainan City and Ruifang District of New Taipei City in Taiwan. Two research tools will be used hereby: A quantitative questionnaire survey of inhabitants’ attitude in those cities/towns, and a qualitative interview method for the key persons in a given community and the leading members of a given civic association. The research will be carried out in cooperation with the Czech team headed by Zdenka Mansfeldova (Vice-Director of the Sociology Institute, Academy of Sciences of the Czech Republic) and the Slovak team headed by Lubomir Faltan (Deputy Director of the Slovak Academy of Sciences).
