 高雄捷運以公私合夥BOT( Build Operation Transfer)方式的計畫不全然為失敗案例,其仍擁有成功之處,包括總工程建設經費無預算追加的問題、及興建時程的效率等;但在國內由於大型公共工程 建設之BOT 實務經驗較欠缺且法令與相關制度亦未竟週延,而衍生出一連串對於高雄捷運BOT 模式決策與興建及營運過程的質疑,至今仍爭議不斷,因此本研究主要針對其計畫執行缺失之問題處進行研究。

Kaohsiung Rapid Transit System was a project of BOT model, and this project should not be classified as a failure project. Instead of the negative perception, this project no doubt has several successful achievements, such as unlimited supplementary budget in construction, and the progress of project. But in practical realm, Taiwan is either lack of experience or strong regulations in BOT model mass construction project. Under this amorphous, this project has faced a lot of critical challenges and questions on decision making, construction and operation in the name of BOT. This research focuses on the false of project execution which under BOT model.
