1.Migrant Workers, Gathering, Partitioning of Urban Space, Taichung City.
近 年來,外籍勞動者在全球化時代的經濟動力下,如何造就了新的全球城市,以及這樣的資本與人力資源的大規模流動,對於移居國的都會空間產生重大的影響,已成 為學術界值得探討的課題,而且,在過去,國內也比較缺乏此一課題的研究。因此,本研究旨在探討「菲律賓、印尼、泰國、越南籍外籍勞工在都市商業區的聚集與 消費活動所造成之都市空間分割化的意義與影響」,並以台中市外勞街為經驗研究的地區。本研究採用的研究方法主要包括問卷調查、參與觀察法、歸納分析與解釋 等三種方法。本研究所需資料主要來自在台中市商業區中聚集消費之菲律賓、印尼、泰國、越南籍外勞受訪者的回答答案以及當地社區居民與商店老闆的回答答案。 資料分析方式則利用SPSS10.3版統計軟體進行統計與分析工作。 研究成果主要包括:(1)當地居民與外勞活動空間開始有明顯區隔,所謂「獨立的、分割的都市空間」亦已明顯成型,而且比高雄市與台南市要來的明顯。(2) 社區居民與商店老闆面對外勞在都市商業區的聚集與消費活動,前後所帶來的改變,在「人口上」、「空間功能上」、「社經地位上」與「社會空間上」四層面上, 其心理反映是相同的,而在「文化上」與「活動上」二層面上,其心理反映則有差異。總體而言,台中市的居民與老闆對於外勞的聚集,基本上是相當不友善的,比 高雄市與台南市要來得強烈,似乎已到了缺乏人情味的地步。(3)外籍勞工在空間使用上的移動,發現其結果與Carmen Voigt-Graf(2004)所提出的「移民跨國空間連結文化溫床以及離散節點中心」的理論模型,有其吻合之處,因此,此一移民都會區空間現象,值得 進一步研究。外勞在商業區的聚集,讓外勞對商店街、商店或販售商品產生特殊的地方認同感,並且成為具有共同記憶的地方,這正是商業區對外勞的貢獻所在。而 且,外勞對於目前使用的商店街(包括第一廣場、繼光街、成功路、台中公園)之滿意度,均達高度的同意度。(4)菲律賓、印尼、泰國、越南籍外勞消費活動對 都市社區空間之影響分析上,社區居民方面,顯示職業具有顯著影響,包括非工人背景、非資產階級/非自由業、有就業的居民,認為外勞消費活動的聚集,比較容 易造成都市空間的分割化。居民對外勞聚集前後之改變的態度亦達統計顯著性,為一個有效的預測變項,表示居民認為在「文化上」與「活動上」有改變者,愈容易 認為外勞消費活動的聚集,會造成都市空間的分割化。商店老闆方面,同樣顯示社經屬性具有顯著影響,包括老闆低教育程度、已婚者、未婚者的老闆,認為外勞消 費活動的聚集,比較容易造成都市空間的分割化。同時,老闆對外勞聚集前後之改變的態度亦達統計顯著性,為一個有效的預測變項,表示老闆認為在「文化上」、 「社經地位上」以及「活動上」有改變者,愈容易認為外勞消費活動的聚集,會造成都市空間的分割化,而老闆認為在「空間功能上」沒有改變者,愈容易認為外勞 消費活動的聚集,會造成都市空間的分割化。

This study is to explore Filipino, Indonesian, Tailand and Vietnamese migrant workers’ impacts and their meanings of gathering/consumption activities on divided cities in Taichung City. We will take on empirical study in the citys’ commercial area or shopping street in Taichung City. Three major research methods are applied, including questionnaire survey, participant observation and analysis and interpretation. Data will be obtained from the questionnaire answers of migrant workers, local inhabitants and shop keepers and analysed via SPSS10.3 statistical methods. The main outcomes of this study are as follows: (1)In Taichung City, we have found that the partitioning of urban space has begun to happen. (2)Local inhabitants and shop keepers have same attitudes on changes before/after in “population”,“spatio-functional”,“socio-economic status”and“socio-spatial”, but different on “cultural”and“activities”dimension of migrant workers’ gathering/consumption activities. (3)We find that the outcomes of migrant workers’ movement between commercial areas and between their working place/residence and commercial area are in accordance with“transnational spaces linking cultural hearth and diasporic nodes”model proposed by Carmen V-G. In the meantime, most of migrant workers have high and special local identification on shopping streets, shops and goods/services and high satisfication on spatial use of shopping streets. (4)In the viewpoint of local inhabitants, people who are non-workers, non-business men/non-professionals and who have jobs generally suggest that migrant workers’ gathering/consumption activities have resulted in divided cities in Taichung City. And local inhabitants who think that there are changes before/after in“cultural”and “activities”dimensions of migrant workers’ gathering/consumption activities, then divided cities will happen in Taichung City. In the viewpoint of shop keepers, who are low education degree, the married and the unmarried generally suggest that migrant workers’ gathering/consumption activities have resulted in divided cities in Taichung City. And shop keepers who think that there are changes before/after in “cultural”,“socio-economic status”and “activities”dimensions and there are no changes before/after in“spatio-functional”dimension of migrant workers’ gathering/consumption activities, then divided cities will happen in Taichung City.
