 本研究主針對高速公路駕駛者超速違規之願付風險價格加以討論。從過去資料統計可發現超速違規不僅在台灣地區是駕駛者最容易發生之違規駕駛行為,在相關文 獻整理亦發現超速違規亦會提高事故機率,造成人員、財務或是物品的損失。而台灣地區的相關研究,大多針對公路幾何特性、交通執法項目與執法強度加以討論, 對於交通罰款之討論則較少著墨;有鑑於此,本研究探究非市場性財貨,超速違規罰款之願付價格,可供高速公路超速罰鍰金額檢討時之參考外,亦可瞭解影響高速 公路駕駛者願付風險價格之重要因素。研究中利用假設市場評估法,透過情境問卷蒐集資料,並以理性決策者之認知導出評估風險價值函數,再針對本研究主體進行 估計,除建立最基本的迴歸模式外,並採用CVM模式(Probit以及Logit)計算高速公路超速願付風險價格,另外,再增加 spike 模式探討當受訪者願付價格為 0 時對估計之高速公路超速願付風險價格之影響,而本研究成果可供未來相關政府單位改善駕駛違規行為之制訂、改善之依據,並作為後續研究探究非市場性財貨之參 考。

This research tries to investigate highway drivers\' willingness-to-pay of speeding behavior in Taiwan. The previous statistical data shows that speeding behavior is not only easy to violate, but also raises the probability of encountering accidents for drivers traveling on highways. As a result, it will cause losses of members, money and goods. Related studies conducted in Taiwan were mostly focused on the effects of road geometry and traffic enforcement on traffic accidents, little studies paid attention to the influence of speeding fines. Hence, this study aims on the evaluation of non-market goods (i.e., a hypothetical market) and tries to seduce the amount of money that drivers are willing to pay for speeding fines. Results from this study not only provide an important reference for setting up speeding fines, but also provide valuable insights into factors influencing drivers’ willingness to pay for speeding behavior when they are traveling on highways. Contingent Valuation Method (CVM) is applied to measure drivers’ preference and to derive the value function of willingness to pay for speeding behavior. Field survey will be conducted in the rest areas along highways. Regression model and CVM (Logit and Probit models) are estimated to calculate and compare the willingness to pay of speeding in different models. In addition, the spike model originally developed to evaluate excessive zero WTP is used in this study. Concluding findings can provide useful insights into consideration of legislation for highway speeding behavior in Taiwan and can be an important breakthrough for further research associated with non-market goods, especially in transportation areas.
