 本研究以在台灣工作的日本商務人士為對象,進行書面調查,執行期間為98年11月1日–11月30日,寄送數總共638件(台北市日本人工商會的會 員),其回答數為128件,其有效回答率為20.1%。透過本研究具體掌握在台日本商務人士所面臨有關台日間人員移動的問題,並提出改善的策略。調查項目 為有關入境管理相關問題、快速通關、各種類別簽證問題、居留證與永久居留證、專業資格的互相承認、以及其他相關問題。

問卷調查的結果,大部分的回答者均表示,台灣的入出境管理與居留制度的相關問題比其他國家少,並對現狀感到滿意。相對於此,也有很多人反應:「入出境 管理的相關新訊息並沒有傳達給在台的日本人」、「到底什麼樣的人適用外籍商務人士快速通關」、「居留台灣的申請手續不易瞭解」等問題。也就是說,台灣政府 為促進投資以及入出境管理便捷化所施行的一些制度並沒有被廣泛地傳達給日本商務人士,因而導致效果不彰。此外,就像是永久居留證,顯然地,現行制度並沒有 讓日本商務人士感到這是個有利的制度。

台日之間現行的「人員移動」制度,到底對台日關係的發展有多少貢獻,今後哪一種改善是必要的,本研究將會對這類問題的解答加以具體化。

Even after the Republic of China and Japan broke off their diplomatic relations in 1972, the bilateral relations in the fields of economy, tourism, and cultural exchanges are showing ever-lasting increase. Consequently, the number of tourists and businessmen traveling between Taiwan and Japan is also growing every year. 官官In spite of this fact, is the human mobility between Taiwan and Japan facilitated enough to fully satisfy the needs of the tourists and businessmen? The answer to such question has not yet been revealed. In the absence of EPA (Economic Partnership Agreement) between Taiwan and Japan, foreign residence and immigration issues have seldom been methodically discussed by the governments of both countries. 官官In such a background, this research is aiming at clarifying the status quo of Taiwan-Japan human mobility situations and finding the potential problems as well as the prospects of improvement. The research includes the analysis of the documents and data, as well as the field research targeting the members of The Association of Japanese Businessmen in Taiwan. Questionnaires were sent to 638 Japanese businessmen living in Taiwan, of which 128 were responded. Valid response rate is 20.1%. As the result, many problems and issues have been presented by the Japanese businessmen in regards with immigration control, residence and visa issues, mutual recognition of qualification/certificates, ABTC (APEC Business Travel Card), and so on. 官官The result has been also sent to the government organizations of both Taiwan and Japan, and it will be hoped that this research will make its contribution to the future policy making by the two governments to further facilitate the human mobility between Taiwan and Japan, which is also a must to enforce the bilateral economic relations.
