 綜觀危機管理之相關研究,不同領域之危機管理學者的研究角度雖各有差異,但與目標群眾成功的溝通運作仍是影響危機處理成功與否的主要關鍵。本研究的民調 結果顯示,新聞注意力會影響社會信任、資訊蒐尋行為,而樂觀偏見則是負向地影響資訊搜尋行為,受訪者越認為危機事件不會影響自己,越不會積極主動搜尋與危 機事件相關的資訊。此外,社會信任與資訊搜尋行為更是兩個影響受訪者是否贊成政府制訂法令避免危機事件再發生的重要因素。

Although crisis management experts in a variety of fields may offer different advice on how to control damages caused by some unexpected crisis, to communicate with target audience during a crisis is still a key to successful crisis management. A national cross-sectional poll was conducted in August 2009 and the results showed that optimistic bias has existed in respondents’ minds, which impacted their information seeking behavior. In addition, social trust and information seeking behavior played an essential role in respondents’ willingness to ask government to pass a law to avoid re-occurrence of the same crisis event.
