 本研究旨在探討社會資本、社區營造與社區發展之間的關聯性,在檢閱有關社區、社會資本、社區營造與社區發展相關文獻後,研究者自行設計結構式問卷, 並以社區為單位,針對全國立案之社區發展協會進行全面性調查,計回收有效問卷780 份。本研究亦依據量化研究初步分析結果,抽取樣本中的34 個社區,針對該社區的領袖(理事長或總幹事)進行有關社區社會資本、社區營造與社區發展之相關議題的個別深度訪談。 量化的研究結果顯示,社區人口變項、社區地理屬性、社區規模、社區組織狀況、社區活動狀況及社區領導者特性,分別與各類型的社區社會資本、社區營造與 社區發展有一定程度的顯著差異或相關性;此外,社區社會資本、社區營造與社區發展的各個因素,皆有或多或少的關聯性,且三者之間普遍存在著良性的交互作 用。在對於研究結果進行討論與分析後,本研究分別從政策面、實務面與學術面提出相關建議。 政策面建議包括:(1)充權社區居民,強化社區民主;(2)營造社區、村里與鄰近組織之間的合作契機與伙伴關係;(3)導正「重遠親、輕近鄰」的現 象;(4)導正「重硬體(物質)、輕軟體(人文)」的偏頗發展;(5)扶植弱勢社區,拉近強弱社區在營造與發展上的落差;(6)重視原鄉社區「人文環境」 的發展;(7)避免傳統型社區之橋接型社會資本的式微;(8)營造社區社會資本成為社區營造與社區發展的基礎。實務面的建議包括:(1)鼓勵社區家戶或居 民加入社區組織(尤其是社區發展協會);(2)聘僱專職或兼職社區人力,激發高教育者的社區意識;(3)社區方案的執行宜考量到方案件數的規模;(5)鼓 勵社區參與各級政府舉辦的社區評鑑。學術面的建議包括:(1)發展以社區居民為主體的實證調查研究;(2)執行長期社區資本、社區營造與社區發展之社區資 料庫的建立。 質性的研究結果顯示,社區中存在著許多促成或阻礙社會資本的因素,社區中的社會資本也透過許多面向對社區營造與社區發展產生影響;此外,社區中亦 存在著許多促成與阻礙社區營造與社區發展的因素。在對於研究結果進行討論與分析後,本研究分別從政策面與實務面提出相關建議。 政策面建議包括:(1)再定義社區的意涵與範疇;(2)規劃一套具體、穩定且整合的社區政策;(3)投資「審議式民主」之社區價值;(4)拉近強、弱 勢社區發 展上的落差;(5)建立社區、民間與政府部門的伙伴關係。實務面包括分別給政府與給社區的建議,給政府的建議包括:(1)簡化申請作業與核銷程序;(2) 強化政府社區業務的人事功能;(3)暢通政府與社區的溝通管道。給社區的建議包括:(1)開發多元的經費來源;(2)尋求凝聚社區意識的策略;(3)激發 社區居民參與的意志與行動;(4)化解社區的分歧與派系對立;(5)發掘與培育社區專業人才;(6)建立社區學習文化。

This study aims to explore the variance and relationship between community social capital, community building and community development. After reviewing literatures related to ‘community’, ‘social capital’, ‘community building’ and ‘community development’, a structured questionnaire was designed by the researcher. Community was viewed as research unit and the whole Registered Community Development Associations in Taiwan were surveyed. 780 questionnaires were completed and analyzed. According to initial analysis of quantitative data, 34 communities were selected and their leaders were interviewed with the questions related to the issues this study concerns. The quantitative analysis shows that community demographic variables, community geographic attributes, community scale, community organizing, community activities and community leader attributes have variations or relationship with different types of community social capital, community building and community development to a certain degree. After discussion and analysis, this study proposed suggestions for the reference of policy, practice and academy. Suggestions for policy include: (1)empowering community residents, strengthening community democratic; (2)creating the cooperative opportunities and partnership between community, village offices and neighborhood organizations; (3)correcting the phenomenon of ‘valuing long-distance relatives, disregarding neighbors’; (4)amending the biased development of ‘valuing materials, disregarding humanitarian’; (5)fostering valuable communities, closing the gap between communities; (6)valuing the development of ‘humanitarian environment’ of aboriginal communities; (7)avoiding the decline of bridging social capital of traditional communities; and (8)constructing community social capital as the basis of community building and community development. Suggestions for practice include: (1)encouraging community households and residents participating community organizations; (2)employing full-time or part-time community workforce, and motivating community sense of higher-educators ; (3)considering the capacity of conducting community projects; and (4)encouraging community joining government’s III evaluation. Suggestions for academic research include: (1)developing evidence-based survey of community residents; and (2)creating community data-base of social capital, community building and community development. The qualitative analysis shows that there are various factors influencing community social capital, community building and community development, and community building and community development are affected by community social capital. After discussion and analysis, this study proposed suggestions for the reference of policy and practice. Suggestions for policy include: (1)re-defining the definition and scope of community; (2)planning a set of concrete, stable and integrated community policy; (3)investing community value of ‘deliberative democracy’; (4)closing the gap between weak and strong communities in development; and (5)building the partnership between community, private and public sectors. Suggestions for government’s practice include: (1)simplifying the application and auditing procedure; (2)strengthening personnel functions of community business; and (3)flowing the communication channel for community and government. Suggestions for community include: (1)exploiting multi-source of community funding; (2)searching strategies for consolidating community sense; (3)motivating resident’s willingness and action of community participation; (4)reconciling the disagreement and opposition of community clique; (5)excavating and cultivating community professional talents; and (6)establishing learning culture of community.
