 原住民現今最為關注的議題就是就業問題,而在經濟景氣低迷,失業率持續攀升之際,又面對政府大量引進外籍勞工之衝擊,以致於本國原住民就業機會遭受排擠 而形成強大之威脅。而台灣的原住民鄉鎮,其原住民比例並不盡相同,因此,以高原住民比例的山地鄉—屏東縣來義鄉為對象,探討當地原住民的就業狀況與就業狀 況的歸因。

本研究採以量化為主,質性為輔的方式進行。將來義鄉民的工作地分成台灣北部、中部、南部、屏東縣、來義鄉五地進行比較,發現各工作地的特色如下:年輕 人偏好往中部工作,而年紀大者則留在原鄉,到北部、中部工作者往往是顧及薪資的優渥,而在南部工作者較為考慮到原鄉家庭的經營,來義鄉、屏東縣所提供的工 作種類較具多樣性。整體而言,當地人對人口到外地就業仍較偏向負面的看法。

原鄉適合的產業以發展「觀光業」的比例最高,但會因村落別的不同而有所差異,即「平地二村」與「山地二村」較「南三村」更偏向「觀光業」。此為觀光景 點多分佈於「北四村」(「平地二村」與「山地二村」),而「南三村」較多芒果種植。比較「個人有能力且有意願從事之行業」與「原鄉適合的產業」兩者,發現 有相當的差距。「原鄉適合的產業」以發展「觀光業」最多佔了61.4%,但在「個人有能力且有意願從事之行業」裡,「觀光業」則僅佔了10.0%。

而在20個影響現今原住民就業狀況之歸因項目,其中的內在歸因共有9項,外在歸因共有11項,其中屬於外在歸因的「外勞的引進」所得到的同意度最高 (4.03分),屬於內在歸因的「豐年祭的舉行」則最低(3.07分)。另外,「教育程度」、「景氣變化」與「原鄉資源」的同意度得分同樣排名第二(皆為 3.75分)。藉由因素分析可以將原住民就業狀況的歸因分成五個因素,分別命名為「資源因素」、「個人條件因素」、「傳統文化因素」、「溝通因素」與「經 濟變化因素」。最後,本研究針對這五個因素提出對原住民的就業狀況改善的建議。

The thesis that the aborigines care about now is employment problem. During depression and increasing unemployment rate with the impact of inducing large amount of foreign labors by government, the employment opportunities of native aborigines are expelled, and this becomes a strong threat to them. In the aboriginal country and town in Taiwan, the population rates of aborigines are not all the same. Therefore, according to the aboriginal country of high-rate aborigines Lai-yi Country, we discuss the attributes of local aborigines’ employment situations.

The study is processing mainly on the basis of quantification, and accessorily qualification. The working places of Lai-yi people are divided into five areas (northern area, middle area, southern area, Pingtung County, Lai-yi Country), in order to be compared. The characteristics of each working area are found as following: The younger people prefer to work in the middle area, while older people prefer to stay in the local area. The people who work in the northern area often care about their salary, while southern workers care more about the management of their native family. The job categories offered by Lai-yi Country and Pingtung County are various. As a whole, local people consider the employment leaving their home country as negative.

The proportion of sightseeing is the highest among the appropriate business in aboriginal areas, but it differs from the categories of villages. That is, “the Second Flatland Village” and “ the Third Mountain Village” tend to promote sightseeing, because spots for sightseeing are attributed among “ the Second Northern Village” (the Second Flatland Village and the Second Mountain Village”. However, “the Third Southern Village” has more mango planting. If we compare “the business that people are willing to engage in with “the appropriate business in aboriginal areas”, we can find they are quite different. “The appropriate business” is to promote “sightseeing” (about 61.4, the most). However, among the business that people are willing to engage in, sightseeing is only 10.0%.

Among the 20 attributes which affect aborigines’ employment now, there are inner ones and 11 outer ones. The induction of foreign labors, which belongs to outer attribute, has the most agreement (4.03 points). The annual ceremony, which belongs to inner attribute, has the least agreement (3.07 points). Moreover, the education degree, the change of economy situation, and the resource of native country are ranged the second (3.75 points). By analyzing elements, the attributes of aborigines’ employment situation can be classified into five elements, named as “resource element”, “individual condition element”, “communication element”, and “economy change element”. Finally, the study offers the suggestions to ameliorate aborigines’ employment situation according to the five elements.
