 當今組織面臨外在環境高度變動性,再加上競爭壓力不斷升高,不得不採用種種的彈性人力運用措施來因應。Atkinson(1984, 1987)留意到這一股彈性人力運用的趨勢,提出了「彈性企業模式」來作為分析的架構。Atkinson認為企業為了因應市場變化及降低勞動成本,會將組 織內的人力劃分為核心及邊陲兩個部分,並且會同時尋求達成三種不同類型的彈性:職能彈性、數量彈性以及薪資彈性。這樣的概念衍生了為數相當可觀的後續研 究,然而近年來的一些研究也逐漸突顯了這個模式的不足之處。

研究者透過文獻中對彈性企業模式的批評與本研究對台灣企業所做的實證分析,對Atkinson的彈性企業模式進行批判與修正,並尋求新模式的建立。由 於時間與經費的限制,本研究集中在高科技產業的相關探討。研究者將主要問題歸結到二個主題,並由這些主題導引出本研究的主要成果。首先是彈性企業模式理論 與企業實際運作方式出現落差,必須參照實證事實對模式作修正;其次,目前相關的研究忽略了對不同類型彈性間關係之探討,然而本研究發現不同彈性間的關係複 雜且重要,並涉及到僱傭關係與勞工福利的議題,必須更深入探討。

Facing volatile and radical changes in their environments, organizations nowadays have to adapt flexibly to these changes in order to survive or prosper. Having observed the trend of flexibility in manpower strategies, Atkinson (1984, 1987) proposed the “flexible firm model” which draws clear lines of demarcation between core and peripheral workforces. Organizations utilize functional, numerical, and wage flexibility simultaneously. This conceptualization of flexibility has spawned lines of research. In spite of its popularity, some recent research evidence has refuted some of its arguments.

This research criticized and revised the flexible firm model through criticism from the relevant literature and empirical evidence from Taiwan, and tried to establish a new model. Due to the limit of time and resources, this research focuses on the high technology industry only. I have the following major findings: First, there exists substantial gap between the flexible firm model and actual practices of firms, so we have to revise the original model. Second, existing research neglects to study the relationships between various types of flexibility, which are very complex but significant, and closely related to the issues about employment relationship and industrial relation; this research explored the relationships and the mechanisms behind them.
