本研究結合「風險社會理論」與一個新的福 利研究典範,去探討風險社會與非營利組織發展的關係。研究目的主要在家庭福利需求、風險,以及非營利組織面向上。在研究方法上採取社會調查與深度訪談兩者 並行方式。母體有240 組織,有效問卷共計143 份,回收率59.58%。

研究發現:

(一)組織主管機關的層級:以「地方政府」最多(67.1﹪),「中央政府」佔32.2﹪。

(二)組織之人力資源:專職員工數平均為13.43 人。

(三)非營利組織回應風險,建立部門關係策略,主要資源連結為政府部門,佔74.4%。

(四)採用資源策略去發展組織上,發現這些組織較少採取制度性與長期性組織合作的模式。

(五)組織在評定認為台灣面臨了哪些重要的社會風險時,很明顯的發現在受訪機構中,認為台灣面臨最重要的社會風險是「家庭與婚姻」問題,其次為「社會與文化」問題。

(六)組織為解決社會風險問題而在服務遞送時所採用的核心策略以「透過保護性服務」協助案主群為最多。

本研究成果有助於瞭解福利主體、NPO 處理家庭風險的策略,以及如何促進家庭政策之產生。

This project incorporate “The Risk Society Theory” and a new welfare research paradigms to explore the relationship of risk society and the development of nonprofit organization. The project aims to study family welfare needs, risk and the relationship of nonprofit organization. We both used qualitative method of social survey and quantitative methods of interview. The population of the survey included 240 NPOs in Taiwan, and the returned questionnaires were 143 were valid, amounted to 59.584%.

Some finds as follow:

1. Registration administration:More than half of the nonprofit organizations (67.1%) in Taiwan are registered under local governments , whereas about 32.25% foundations are registered under the Central government.

2.Workforce:The average person number of full time staffs are 13.43.

3. Linkage among other sector :These nonprofit organizations with external relationship, the main category of external sector is “government” to 74.4%.

4.Adopting resources strategies for organizations development : These nonprofit organizations were less for establishing more formal and long-term institutional cooperative relationship.

5.Defining social risk:Most nonprofit organizations define the “family and marriage” and “social and culture”problem are Taiwan’s main social risk.

6.Adopting core strategies for social risk: These nonprofit organizations were more provide of protection service to help risk group.

This research result will contribute a new framework in the welfare field to understanding of the welfare subjects, the types of risk strategy in NPO welfare organization, and the family policy formation.
