 農業生產資材成本所占生產成本的比例並不下於勞務費,若能減少生產資材的成本,對農業提昇競爭力應有一定的助益,共同採購則可達成降低生產成本的目的。 果樹及花卉為屏東縣的重要作物,本研究即就果樹類的蓮霧、芒果、木瓜及花卉類的唐菖蒲、夜來香、玫瑰、文心蘭及野薑花等作物進行調查,以了解這些作物之生 產資材採購通路及共同採購現況,並分析生產者對生產資材共同採購的意願與影響因素,而研究所得則可提供行政單位作政策輔導上的參考。

本研究調查發現,屏東縣果樹及花卉生產資材採購通路以向資材行購買最多,因為方便與時效性及有售後服務;次為農會或產銷班,因為價格略有便宜或品質有 保證或對該組織有信心;而且,花卉生產者向農會購買生產資材的比例相對高於果樹。共同採購以透過農會及產銷班組織較多,主要項目以套袋紙箱為大宗,次為農 藥與肥料,種苗、生長劑、黑網、塑膠布等項目很少。共同採購參與經驗及意願則因作物不同而異,金煌芒果生產者經驗不足,但意願最高;蓮霧、土芒果及木瓜生 產者經驗較多,意願也相對高些;愛文芒果生產者則經驗與意願皆最低;唐菖蒲及夜來香生產者經驗相對低於玫瑰、文心蘭及野薑花生產者,但無論何種花卉,對共 同採購的意願皆很高。然而,生產者對資材行若能參與共同採購時,參與意願並不低。至於影響生產者參與共同採購的影響因素,經由Probit迴歸分析結果得 知,果樹方面,個人因素、共同採購經驗與看法、誘因因素等,也會對參與意願造成影響。整體而言,年齡、教育程度、務農經驗、經營成本、經營面積、共同採購 經驗、共同採購組織運作及誘因因素皆是較為顯著的影響變數。因此,建議共同採購組織對各種生產資材共同採購時,應注意這些影響因素。花卉方面,只有認同共 同採購益處及組織運作功能者較為顯著,此外,並沒有找到較大的影響因素。

對於上述之研究結果,果樹方面,本研究建議由產銷班來加強推動生產資材的共同採購,並與資材行保持密切關係,一來可提高集體議價的能力,又可獲得必要 及額外的技術指導服務,並可針對生產者偏好的生產資材作政策性的輔導措施,而且政策上所輔導成立的共同採購組織應重視組織在運作時,要切合生產者需求,並 確實發揮規模經濟,以佳惠生產者及提昇競爭力。花卉方面,本研究建議農會及產銷班共同來推行花卉生產資材的共同採購,但應作好責任分區及掌管不同的生產資 材共同採購,此外,也應與資材行及公司組織保持密切關係,取得合理購買資訊與條件及相關的指導,以確實發揮共同採購的效果。

Costs of materials for agricultural production are not lower than labor cost. If we can apply group purchase to reduce materials costs, it may be help for promotive competition of agriculture. This study investigate fruit and cut flowers crops production materials marketing channel, group purchase going and participate willing of farmers. The study results can provide agricultural policy consultation.

For the analysis results, fruit and cut flowers crops production materials purchase mostly from firms of materials, some from farmers groups. As for group purchase materials for agricultural production mostly through farmers’ groups. The major items of group purchase are cover bag and carton, next are agricultural chemicals and fertilizers. For golden mangos producers, participate experience are low, but willing are high. For wax apples and origin mangos and papayas producers, participate experience and willing all high. For Alen mangos, participate experience and willing all low. For cut flowers producers, participate experience are low, but willing are high. Form probit regression analysis, the participate willing impact factors of fruit producers includes producers’ age, education, farm experience, management cost and area, group purchase experience, purchase groups exercise and economic inducement. For cut flowers producers’ willing, purchase groups exercise are mostly impact factor. So, this study suggest those impact factors must consider in group purchase of material for agricultural production.

For above-mentioned, this study recommend production and marketing groups to promote group purchase of fruit crops materials and keep relationship with firms of materials to obtain technology and service of production. Government can assist farmers’ groups to purchase materials of production and suit the need of farmers to reveal scale economics and competition. As for cut flowers, this study recommend farmers’ groups promote group purchase together, and each farmer’ groups must separate material items in each area. Otherwise, for group purchase efficiency, groups can keep relationship with firms of materials to obtain reasonable purchase condition and information and technology.
