 解決失業問題最根本有效直接的方法就是「如何創造就業機會」。但是,當政府機構和第二部門的企業組織,將不再需求大量的勞動力時,積極發展社會經濟型產 業,以追求生存與提昇生活品質,和以「人」來服務的各式各樣活動,轉化為產業概念,並以「第三部門」的非營利組織推動而創造和增加就業機會是否可行性?經 由文獻探討、機構訪談、及問卷調查等蒐集資料。

研究發現:試圖以發展現有第三部門而創造就業機會可能性不高,但若以依據地方資源和人類需求,開發新的第三部門增加就業機會是可能的。至於目前的第三 部門可作為第一、二部門的中繼站,但必須具有開創性和研發功能。除此之外,具有經濟性的第三部門待發展成熟後應輔導轉至第二部門創造永續,不具經濟性的第 三部門可作為第一部門公設民營機構。

In times of recession, the best and most direct approach to employment is to examine “how employment opportunities can be created”. No matter how the global economy performs, government organs of the First System and enterprise organizations of the Second System will not need a large workforce. Besides, since the unemployment problem is not only economic but also social, mathematical formulas of the economists are not the only solution. If it only creates job opportunities in the First and Second System, the employment issue of these persons will not be solved. Thus, to actively develop an industry of a socio-economic type, given the course of development of society, one must strive for an improvement of the quality of life and make “man” the subject and object of all kinds of activities. A new concept of industry can thus emerge and non-profit organizations of the Third System be encouraged to create and increase employment opportunities. This should become the future trend of the labor market (see, Dominique Tyl and Kuei-pi Lin, 2001:11). The research method will be three folds: gathering and analysis of documents, deep-interview and a survey.

The research results are: it is impossible to creative employment opportunities developing the Third System. But according to local resource and human needs, it is possible to creative employment opportunities developing the Third System. Now the Third System is interval role between the First and Second System, and it has the creations & research developing functions . Then, we must help the economic Third System to develop into the Second System. For the non-economic Third System, it becomes to “Public Owned but Private Run Approach” institution.
