 企業欲實際落實縮短工時,則不能將其視為僅止於勞動契約變更般單純的文書作業,而須體認到其為牽涉到一整個企業人力資源制度設計的複雜問題。然而關於個 體經濟體的廠商該如何落實縮短工時這一重要的問題,除了工時制度的彈性化策略之外,鮮有著墨。本研究嘗試使用變革管理的概念,將日本企業縮短工時策略模型 概念化。再將利用台灣銀行業員工為調查樣本,測試日本企業實行縮短工時時之策略模型是否能在台灣順利運作。

結果發現:日本企業的縮短工時策略無法完全移植至台灣企業中,僅有勞動生產力提升對策部分較有可能移植至台灣來,而維持員工工作意願對策方面則不見預 期的成效產生。這可能是由於日台企業在縮短工時的政策執行上有不同的認知:台灣企業縮短工時僅限於法定工時的短縮,名目上加班工時短縮的部分多轉變為免費 加班時數的增加。

Managers should not seem the reduction of working hours policy as a simply document refining work, but must to treat it a complicate systematic issue on human resource management if they want their working hours to be really reduced. However, besides the flexibilization of working hour arrangement policy, it is little known about the strategies to help individual firms reducing their working hours. This paper attempts to use the concepts of change management to establish the conceptual model of the strategies for reduction of working hours in Japanese firms. We took the employee of bank industry as investigate samples to test the Japanese model in Taiwan.

After analyzing datum with SEM, we found the Japanese model could not perfectly fit with the datum gathered in Taiwan. The strategies to raise labor productivity may be transferred more successfully than those to maintain the organizational commitment as we guessed in advanced. This is possibly because of the different focuses on the policy practice between Japan and Taiwan: the reduction in Taiwan is mostly concentrated on the legislative hours and the normative reduction of overtime became unpaid instead.
