協力外包制度是廣泛存在於我國製造業的組織方式。國 內目前對協力外包制度之研究大抵是由網絡式生產組織或從管理實務的角度來探討,本研究則從「彈性企業模式」觀點來分析,也就是由企業人力運用彈性及管理策 略的角度來分析鋼鐵業協力外包制度。企業為了節省雇用成本,克服市場的不確定與易變性,及回應快速的技術與環境變遷,運用彈性人力策略,將企業內人力分成 核心人力、邊陲人力、外部人力三大類。不同的雇用政策適用於不同群的人力,雇主也透過這些人力運用策略來達成不同型態的彈性需求,包括職能彈性、數量彈性 及薪資彈性三種型態,進而提升組織經營績效。 透過訪談及問卷資料的分析,本研究針對中鋼及其協力外包廠商的彈性人力運用進行探討,分析各項彈性型態的決定因素、制度安排及其影響,並比較中鋼與協力外 包商之間的異同。本研究也針對企業內不同人力型態的人力資源管理方式進行比較分析。最後,依據研究發現對中鋼及其協力外包商提出建議。

 The cooperative subcontracting system is a common form of production organization in Taiwan’s manufacturing industry. Thus far, studies regarding this system are basically from the perspectives of social networks or management practices. I research this system from the perspective of “the flexible firm model”, i.e. from the perspective of employment flexibility and employer’s strategy. In order to reduce labor cost, to react to uncertainty and volatility in the markets, and to respond to the fast technological and environmental changes, employers apply the flexible employment strategy to divide their workforce into core workers, peripheral workers, and external workers. Different employment practices are applied to separate segments of workers to meet employer’s need for different types of flexibility, such as functional, numerical, time and financial flexibility.

Researching on the cooperative subcontracting system from the flexible firm perspective can help us understand the formation and operation of this system, and to utilize and anticipate the impacts of the system. Through analysis on interviews and survey data, this research studies the China Steel and its subcontracting system and analyzes the difference in determinants, institutional arrangements and impacts of different types of flexibility between them.
