本研究旨在探討學校行政組織調整之需求性與必要性、剖析我國國民小學行政組織發展沿革、瞭解主要國家國民小學行政組織之現況、分析現行學校行政組織運作缺失 及改進途徑,提出有助於學校行政組織再造的架構,以提供學校及主管教育行政機關參考。所採用的研究方法計有:文獻分析法、問卷調查法、訪談法和座談法。在 問卷方面,係以與本研究主題有切身關係的國民小學教師及教育行政人員為對象,包括教育部、各縣市政府教育局及國民小學學校教師,並納入大學校院教育行政專 長之專家學者為研究對象。其中國小教師採分層隨機抽樣方式抽取樣本,計抽取1015人,有效問卷為796份,佔發出份數的78.42%;大專校院採立意取 樣方式,計抽取74人,有效問卷為56份,佔發出份數的75.68%;教育行政機關的教育行政人員計抽取133人,有效問卷為98份,佔發出份數的 73.68%。本研究共抽出1222人,回收959份問卷,有效問卷為950份,回收率為77.74%。 本研究經過文獻分析法、問卷調查法、訪談法和座談法所獲得的資料與討論之後,得到如下的結論: 一、我國國民小學行政組織結構之發展,由簡單到複雜,頗具科層體制組織形式;而世界主要國家之國民小學行政組織趨於扁平化,較不具科層體制組織形式。 二、約有四分之三受試者贊成調整現行國民小學組織行政組織架構;有七成以上受試者贊成「教學組」和「生活教育組」之工作由教師兼任,而贊成教師兼事務組和 出納組工作者則是低於一成。 三、有高達八成以上受試者認為,現行國民小學行政組織及運作之缺失在於「教師兼任行政工作與專長不符」和「教師兼任行政工作意願不高」。四、 有高達七成之受試者認為「擴大專任行政人員編制」是現行國民小學行政組織的改進途徑。五、 在現行國民小學行政組織架構調整方面,則有四成六受試者贊成小幅度調整。 根據以上之結論,本研究提出如下的建議:在教育行政機關方面:一、 訂定國民小學行政組織再造計畫,因應未來實際社會需求。初期計畫,將國民小學行政組織調整為12班以下、13-24班、25-48班、49-72班、73 班以上,並將處室組別作適度調整及合併。長期計畫,仍須就處室組別做較大幅度調整,依校務運作分為行政事務、教導事務和學生輔導,將處室組織調整為行政事 務處、教導事務處和學生輔導中心,同時採總量管制,由學校依實際需要,在一定的員額下,自行調整其組別。二、 修正國民教育法相關規定,調整現行國民小學規模標準。 三、 擴大國民小學行政人員編制,強化學校行政效率和效能。在國民小學本身方面: 一、合理分配各組行政工作,避免行政工作勞役不均。 二、鼓勵兼辦行政教師參與研習,增進行政事務能力。 三、積極辦理勞務外包方式,減輕行政人員工作負擔。 四、簡化學校行政工作程序,提升學校行政工作效能。

The primary purpose of this study was to explore the necessity as well as the feasibility of restructuring administrative organization of elementary schools. The second purpose was to probe the developmental history of administrative organization of elementary schools. Finally, analyzing the strategies of restructuring administrative organization of elementary schools and providing solutions was the third purpose of this study. For analysis of thestudy, literature review, survey, and panel discussions were used. Literature review was used to integrate and summarize research studies on restructuring schools. Survey including mail surveys and personal interview were used to examine the opinions of experts, educational administrators, and elementary schools educators on restructuring administrative organization. Panel discussions were used to refine the conclusions and suggestions generated by theauthors based on the study results. According to the literature review,survey, interview, and panel discussions, the following conclusions were attained: (1) The development of administrative organization structure of elementary schools in Taiwan is from simple to complex with the quality of bureaucratic characteristics. However, in contrast with the development in Taiwan, school administrative organization structures tend to be flatter in countries such as The United States, and Canada,. (2) About 75% of subjects agree to adjust present administrative organization structure. (3) Over 80% of subjects agree that the present administrative organization has two main weaknesses in its operation: that teachers\' administrative tasks do not correspond with their specialty; that teacher\'s willingness to take administrative task is low. 76.1% of subjects agree that the increase of extend the full-time administrators is an approach to improve the present administrative organization of elementary schools. (4) Over 46% of subjects agree to adjust the present administrative organization structure within a minimum-scale. According to the conclusions, the following suggestions are proposed: (1) Elaborate administrative organization restructuring plan for elementary schools to meet the need of future society. (2) Amend the mandate associated with elementary education and adjust present criteria in suitable school size. (3) Increase administrative staff for elementary schools to enhancethe efficiency and effectiveness of school administration. (4) Assign administrative task reasonably to avoid unequal work load. (5) Encourage staff development to enhance professional competency. (6) Delegate school administrative task to private sectors to reduce the work load of school administrators. (7) Simplify task procedures in order to improve the effectiveness of school administration.
