今 日台灣正處於一個民主響徹雲霄的社會,然而當我們因民主制度而享有更多權利的同時,卻因人民缺乏民主社會應有的公民意識,無法呈現良序的、自主的社會。民 主制度並非源於以倫理道德為主的儒家學說,為解決民主社會中的亂象,自然很難在傳統思想脈絡中找到適切的答案。一個穩健的民主社會,除了依賴其基本結構 (basic structure)的公正性之外,還需要人民具備公民意識。從當前民主發展的困境來看,如何在尊重與承認個體差異性下,又能將公民對公共事務的認知、態 度與參與做一社會整合,使社會成員能認識權利、承擔義務,又能積極參與公共事務指導與管理,以實現共同體的理想。這也許是公民教育最重要的一環,值得去深 思與探討。 台灣即將邁入二十一世紀,為了培養能有效適存於此一新社會的現代人,日前行政院教育改革審議委員會,認為教育改革的主要目的是追求教育現代化,主張學校教 育應加強受教者公民意識的培養。公民意識的催生和強化是民主社會穩定的基石,而穩定的民主社會則是一個社會發展的必要條件。高中學生是接近公民的年齡,可 謂之為「明日公民」,而高中學生身心的發展主要透過學習來實現,這時期所學習適應社會的公民知識、態度及參與,對其日後公民生活將有決定性的影響。因此, 在面對一個急遽的社會變遷與政治改革當中,培養高中學生現代的公民意識,實有迫切的需要。 緣此,本研究擬以高中學生為對象,進行公民意識及相關因素的研究,期能達成下列目的:1、瞭解高中學生的個人特徵和家庭因素;2、探討高中學生個人、社會 背景對其公民意識各層面的影響;3、探討高中學生與家長互動關係對其公民意識各層面的影響 ;、探討高中學生的公民意識在各層面上的狀況和其間相互關係;5、歸納研究結果,提供建議,作為推展公民教育與相關學術研究之參考。

Taiwan has created a society enjoying the pride of democracy. Though people in Taiwan do possess more rights and privileges owing to the democratic system they have established, what is true is that they still lack good-order and self-discipline that a mature democratic society should have.Because people in Taiwan lack the sense of civic awareness, they still cannot build a mature democratic society.Democratic system seldom comes from Confucianism, which emphasizes ethics and morality. It seems hard to find, from the traditional Chinese thought, an answer to solve this disorder of our society.Besides the fair justice in the basic structure of a society, we need a sense of civic awareness to develop a firm and stable society. It is worth thinking and discussing about the following questions: How to make all the members of our society have a good idea of right and obligation? How to make them participate actively in the public affairs, guided and managed?In the long run, how to carry out the ideal of life unity of our society?The sense of civic awareness surely plays an important role in the civil education. Taiwan is preparing for the 21th century.In order to educate the young generation to adapt themselves to the new society,to develop them into a generation of successful modern men, the Education Reform Committee of the Executive Yuan of the R. O. C. has recently pointed out the main purpose of education reform is to pursue a modernization of education, and that the school education should lay more stress on the cultivation of civic awareness. The education of civic awareness would be the foundation of a firm and stable society,and thus a necessary step to awell-developed society. High school students will be citizens in the near future, they are so called \"citizens of tomorrow.\" Students start to develop their body and mind in high school. This period of learning and education will surely influence decisively their future citizen life. Therefore, it is an urgent need to cultivate high school students the sense of civic awareness. This is because they have to face a future society, which will be continually changing and whose politics will be away on the reform. This research is directed toward studying the civic awareness and other relate d factors of high school students, with a view to attaining the following goals: 1. Understand the individual characteristics and family factors of a high school student. 2. Analyze the relations between his individual background and his sense of civic awareness of a high school student. 3.Study the influence of family factors on a high school student\'s civic awareness. 4. Study the three aspects--- acknowledgement, attitude, and participation of a high school student\'s civic awareness, and their interrelated influence. 5. Sum up the results of this research, make suggestions for the promotion of civil education and offer references to other academic researches concerned.
