高 等教育的品質在國內日趨受到重視,高等教育行政人員是否能接受新觀念,革新、改變更是一學府的活力和進步的重要因素。本計畫旨在探討淡江大學推行「全面品 質管理」 (簡稱 TQM) 理念,教育行政人員參與及執行的情形。由於淡江大學是國內唯一將 TQM 引進其管理體系的個案,並將 TQM 結合淡江大學官僚、同僚及政治的行政模式。其執行成效如何?對提高工作效率,提升服務品質是否有實質效果?依前述背景,本研究擬針對行政單位之行政人員對 推行 TQM 近五年來的認知及執行情形作深入探討,其具體目的為一、探討小組成員是否對 TQM 有足夠的認知。二、評量執行時的優缺點,作為繼續推動 TQM 方案的參考,以達成最大成效。 本研究將針對全校施行 TQM 的行政單位近 400 名行政人員,採問卷調查法藉以了解本校行政人員對學校施行 TQM 之態度。 TQM 是一項從頭到尾都必須要全員投入及合作的全程式管理,所以團隊運作的成敗決定了 TQM 推行順利與否的命運。實證研究結果將提供決策者明確訊息有關淡江大學執行 TQM 之成效,同時,讓台灣大專院校行政人員更了解高等教育品質改進的情況。

Though the concept of Total Quality Management is nearly forty years old, it is only in recent years that quality improvement has taken a more pervasive form. Tamkang University is the first institution which introduced TQM to its managerial system, coordinating TQM with it\'s bureaucratic, collegial, and political models of governance in Taiwan. The purpose of this empirical research is to examine how Tamkang University implement Total Quality Management in administrative affairs. This study focuses on improvement in administrative and staff functions, such as registration, student housing, food services, finance, library, and general affairs. These operations are similar in many respects to those of a business firm. Data for this study will be collected using a survey questionnaire to administrators and staff members in Tamkang University. TQM is a kind of process management that requires from the beginning to the end the concerted efforts of all members, so the success of TQM depends on how well the teamwork has performed. The findings of this research will provide some insight into the implementation of TQM in higher educational institutions in Tamkang University, and may contribute towards making educational decision-makers more aware of the quality improvement situation in higher education in Taiwan.
