本研究應用條件評估法,評估在遞迴法(heuristic algorithms)及線性規劃法(linear programming)下所建立的兩種台灣稀有及不普遍種鳥類保護網」之價值,以最濕地保護網-「所有鳥類保護網」和「所有大概似估計式 (maximum likelihood estimation, MLE)估計雙界封閉式問卷(dichotomous choice with follow-up,DCF),結果顯示,主要影響「所有鳥類保護網」支付意願的變數包括:所得、濕地所在地原則重要性、濕地鳥類隻數原則重要性、不願意 支付保育基金的原因為這是政府應做的 (α =5%);而顯著影響「所有稀有及不普遍種鳥類保護網」支付意願的變數則為:不願意支付保育基金的原因為這是政府應做的 (α =5%) 及濕地中鳥類隻數原則重要性(α =10%)。得到的每年每人支付意願中位數分別為「所有鳥類保護網」的 1208.94元與「所有稀有及不普遍種鳥類保護網」的1237.01 元,α =5% 的信賴區間則分別為(883.98 元,1664.64 元 )與 (903.80 元,1703.83 元 ),兩者中位數互相落入對方之信賴區間內,表示二者無顯著差異。本研究與相關研究之結果相比較,與同質性最高之陳凱俐 (1997 和 1999) 及 Chen(1999) 相較,三種支付意願評估結果皆落於彼此的信賴區間內,與其餘文獻的個別濕地之各種價值相較,估計值亦彼此接近,隱含存在嵌入(embedding) 問題,因此應擴大範圍,以台灣濕地的總價值為目標,才是正確的評估方法。

This study applies contingent valuation method (CVM) to evaluate the values of two wetland networks-\"reserving all avian species in Taiwan\" and \"reserving all rare and uncommon avian species in Taiwan\", which were constructed by heuristic algorithms and linear-programming optimizations. The constructing methods and results of wetland networks were introduced to the dichotomous choice with follow-up (DCF) contingent valuation questionnaire. Cameron\'s expenditure function model and maximum likelihood estimation for DCF data provided by Alberini et al. were used to estimate willingness to pay values for the residents of Taiwan. The significant variables affecting the willingness to pay of \"reserving all avian species\" include income, relative weight of location factor, relative weight of population size factor, and the reason for unwilling to pay is \"conservation work should be done by the government, not me\" (a=5%). The estimated median annual willingness to pay is NT$1,208.94 for \"reserving all avian species in Taiwan\" and NT$1,237.01 for \"reserving all rare and uncommon avian species in Taiwan.\" The confidence interval under a=5% is ( NT$883.98, NT$1664.6) and (NT$903.80, NT$1703.83), respectively, which shows that the willingness to pay for the two networks is not significantly different. A comparison among various value-evaluation studies on wetlands in Taiwan shows that the values of individual wetland and all wetlands are close to each other, which implies the embedding problem. Therefore, the evaluation of wetlands should be based on all substitution wetlands instead of individual wetland.
