住 宅估價(appraisal)或評價(valuation),乃藉由公開市場價格條件下之住宅交易價格資訊,依一定評估過程以決定住宅之市場價值。住宅為 一多屬性且具異質性之財貨,相關研究也以住宅特徵價格法,探討影響住宅價格之因素及其邊際隱含價格。土地估價在土地開發過程中扮演重要的角色,投資估價方 法可運用於收益性不動產,成本法可運用於缺少市場資訊之公共建築。至於一般自有住宅(Owner occupied)估價具有市場特性,但非以收益目地為主,其評價方法必須藉重買賣實例比較法。對現行住宅估價方法中,以買賣實例比較法為基礎之傳統方式 或計量方式(econometric),受限於樣本規模大小所存在之作業與校估問題,應用線性規劃(Linear programming)方式,可改進買賣實例比較法樣本數不足之問題。為能有效掌握影響住宅價格之因素,本研究透過分析階層程序法 (AHP,Analytic Hierarchy Process),藉由學者專家之問卷分析與一般消費者問卷分析,掌握影響住宅估價之影響因素相對權重,並應用於住宅交易實例資料之近鄰相關屬性選擇。由 於實證資料取得之完整性,以台南市東區為範圍,分別以計量與線性規劃方式檢測,對於改進買賣實例法之實用性進行比較;同時提供現行土地估價技術規範改進之 參考。

Housing appraisal or valuation is to value using market-oriented information to ascertain value base on conditions that have prevailed in the market price. Hedonic price model explicitly recognizes the complexity and heterogeneity of housing product and the implication of marginal implicit price. Land appraisal plays major role in land development process. Investment appraisal applied in the income property valuation, cost method applied in public buildings without market information, and owner occupied housing with market data can be used the comparable sales method. The objective of this research is to find the reality of limited data of traditional comparable sales and econometrics based valuation. A linear programming approach involves some redefinition of the problems and incorporate mathematical programming solution with very small samples. In order to control the proper effecting factors of housing AHP is used in the professional questionnaire and checked by the consumer ones for the weighting variables of housing characters. We take an empirical survey using econometrics and LP (Linear programming) with data from the east region of Tainan City. Finally we have comparison results and policy suggestions.
