有 關大眾捷運系統場站聯合開發基地規模之認定,目前尚欠缺客觀的規劃理論依據。本研究以台南都會區大眾捷運系統場站之劃設為例,嘗試從開發之成本與收益進行 探討,在追求整體利潤最大化的目標下推論聯合開發場站之最適規模。推論過程中所需之相關數據及機制則參考「台南都會區大眾捷運系統規劃」報告之設算方式, 假設在各參與主體,包括地主、投資者、以及主管機關之權利與義務分配比例不變下進行個案分析。分析時,本研究分別就市區與郊區場站不同之都市化屬性建立不 動產價格預測模型,推測開發前後之不動產價格變動,再據以推論場站之最適規模。並對相關影響因素進行敏感度分析。研究結果指出,捷運場站開發前地價以及開 發後地價上漲倍率直接影響開發之利潤,亦同時影響最適開發規模的大小。當地價由市區往郊區遞減時,地價上漲倍率遞增,而最適聯合開發場站規模亦由市區往郊 區呈現先增後降的現象。

The lack of theoretical foundation to the planning of the joint development of the mass rapid transit (MRT) station results in a doubtful land scale of development. In this study, we attempted to provide a theoretical base to derive the optimal land scale of the jointed development of MRT station. Without loss of generality, we assume that the profit distribution to the landowner, the investor and the authority is the same as the proportion of investment. Two MRT stations according to the plan of Tainan MRT system were selected. One is located inside the urban area where the land value is normally high, while the other is located at the rural suburban. The optimal size is then empirically computed according to the change of land value before and after the development. It is find that the land value before developing and the increasing rate significantly affect the optimal scale of the joint development of the MRT station. The optimal scale increases with land value when it is low and decreases with land value when it is high. We also find that the release of the floor ratio control increase the optimal scale with decreasing marginal effects.
