在 經濟與政治雙重壓力之下,民營化似乎成為不可抵擋之趨勢,為因應民營化的時程壓力,國營事業莫不亟思各種可能的轉型途徑。從我國近年來國營事業紛紛尋求新 事業之擴張,不難看出國營事業面對急速變遷之環境,強化本身企業體質、尋找改變之企圖心。 本研究以經濟部所屬國營事業為研究對象,採用實證之方式,對各國營事業之新事業開發案進行調查研究。研究焦點主要置於新事業開發策略的現況分析與探討新事 業開發策略與組織轉型之關係。國營事業新事業開發策略之現況方面,主要之研究發現如下:(1)新事業開發策略之提案與獎勵制度連結不明顯,(2)新事業開 發策略之主導部門與其他部門互動不佳,形成新事業的推動困難,(3)新事業開發策略有助於安置組織人力,(4)新事業開發策略之自主權限不足。 其次,在新事業開發策略與組織轉型之關係研究上,本研究依文獻將組織轉型活動分為技術活動、人力資源活動、策略與管理活動三種。實證結果顯示,新事業開發 策略有益此三項組織活動的改變,進一步為僵化的國營事業帶來改變的動力。若以變異數分析探討,則可發現新事業開發策略的主導部門、進入方式與經營型態的不 同,對組織轉型的影響程度亦有不同。這對於欲從事新事業開發策略,進行組織轉型之國營事業,提供一個策略選擇的參考。

The pressure from economy and policy, privatization must be done. To continuously survive in the competitive market, public enterprises before or during privatization have to figure out the way of adaptation. In recent years, domestic public enterprises have created many new business areas aggressively. Eight MOEA enterprises were surveyed in this study. We focus on the reality of new business exploring strategy and the relationship of new business exploring strategy and organizational transformation. The results were found that in this study as follows: (1) The proposition and encouragement of new business exploring strategy don\'t link well. (2) The interaction of responsible department and other departments are bad. (3) New business exploring strategy can help collocation of human resources. (4) New business exploring strategy doesn\'t have enough autonomy. The relationship of new business exploring strategy and organizational transformation, the results were found that new business exploring strategy could create organizational transformation. Further, public enterprise can activate by new business exploring strategy. We also found that the difference of responsible department, entry model, and organizational model will have different effect on organizational transformation. Those results will provide public enterprises a strategically select direction.
