環 保署為控制地面水污染問題,考慮在河川流域內進行水污染排放總量控制。然而目前使用預先申請核可的排放許可制度,並非最符合整體的經濟效益。因為新加入的 生產者往往能在設場之初即以較佳的技術優勢,以較高的經濟效率達到污染防治的效果,而現存場可能因為受限於原有的資本設備,提供僅能效率有限的污染防治工 作;因此,若假設這些既有的場之排放許可總量已達該流域之限制,則將造成新場無法進入生產,若能允許污染排放權能夠自由的在市場上買賣,使得生產效率較低 的場得以退出生產行列或縮減其生產規模並且出售其排放許可,以供新設場或擴大規模者得以順利加入生產行列。 本研究以東港溪流域之養豬場為對象,首先了解其產能與污染防治成本,並針對基層環保單位了解目前排放許可核發的實際情形進行研究,再則了解該流域中所受到 影響產業之結構,以模擬若實施可買賣排放許可證時,其市場之可能表現。

Controlling for water pollution is the on-going concern for the environmental agency and the general public. To better control for the surface water pollution problem, the EPA was considering a new practice that asked for the polluting firms which are located at the same watershed to meet the limit of total emissions level. However, the current practice asks for the firms to apply for emissions permit beforehand while it lacks for the feasibility of transferring from one producer to the other. How to modify the current system to make it more efficient to allocate the total amount of emissions could be greatest challenge. From theoretical point of view and from experiences from other countries, the use of marketable or transferable permit system seems to be a good alternative. The system would allow for the existing firms to sell their permits openly on the market. In this study, the feasibility of using marketable permits system for total emissions control was explored. The industrial structure of the hog farming and their cost structure at the Tung-Kang River Watershed were studied. Information obtained from secondary and primary data was used to conduct policy simulation.
