本研究係從全面品質管理之角度,探討教育品質之內涵,並企圖綜合國內外教育評鑑相關文 獻,而以美國針對學校團體,推行教育全面品質管理時,所採用美國馬康包立治國家品質獎 ( Malcolm Baldrige National Quality Award, MBNQA)之TQM教育評鑑架構與原則為主,發展出一套既客觀又符合本土化高等教育,且經濟、有效、便利的教育品質自我評量工具,期能透過實際之問卷調 查,替國內已從事全面品質管理活動、或欲計畫開始之學校把脈,藉由診斷結果,協助學校發現其優缺點,並經透徹的成本效益分析,而權衡輕重,取長補短。 此外,本研究並將進一步探討與分析真正影響學校全面品質管理活動成敗的關鍵因素,同時將綜合研究成果,及具體建議,作為我國高等教育部門,在未來推行教育 品質保證系統時之借鏡,俾落實高等教育評鑑功能,以臻於改善辦學績效,而達至全面品質教育(Total Quality Education, TQE)之最終目的-發揮最大的教育功效。

This research aims at exploring the nature of education quality in the viewpoint of TQM and attempts to design an economic, effectiveand efficient TQM self-assessment tool for higher education based mainly on the Malcolm Baldrige National Quality Award (MBNQA)criteria (for education sector ) , which are recognized as involving most comprehensive TQM concepts , by synthesized with other relevant literature reviews. Through the TQM survey results, the TQM schools or those wishing to undertake TQM programs are able to diagnose their quality status, identify their strengths and weaknesses, and set action plans after performing a thorough cost-benefit analysis. In addition, this research will do further study and analysis of the critical successful factors (CSFs) affecting TQM activities in educational organizations. The research results will be summarized and substantial suggestions will be proposed as references for related administrations of higher education institutions. It is hoped that this TQM framework can be incorporated into education quality assurance system while our schools wishing to start their TQM programs for enhancing institutional performance and achieving a final goal of Total Quality Education (TQE)- the highest function of higher education.
