省 立醫院體系為我最大規模的公立醫療機構體系,在全民健保開辦後,造成行政人員肩負更大的壓力,而公務預算的逐年消減,甚或省級虛級化後之歸屬問題,必將干 擾工作人員的情緒,此時,穩定及激勵工作人員之工作,藉以提高其工作滿意度,就顯得十分必要且重要,本研究即為瞭解目前省立醫院提供的環境與機會和工作相 關因素需求、各項激勵需求及激勵措施及各項激勵措施與工作滿意度之相關性,針對全省二十二家省立醫院,經抽樣後選取七家省立醫院為研究之對象,共發放問卷 1,100份,回收654份,回收率為59.45%,期藉以瞭解省立醫院人力資源管理之相關問題。 整體而言,以(1)工作的保障與無慮的生活、(2)良好工作環境、(3)良好的主管與部屬關係、(4)與家人的相處時間、(5)和諧的同事情感,被列為工 作相關因素需求最高之因素;其中醫師與護理人員重視對自身「專業能力與進修的機會」,而擁有研究所學歷的員工希望有「自主與自治性高的工作」顯然與其學校 養成教育有關,擔任主管者則對「自我實現的成就感」有切身之需求。在有關省立醫院所提供的工作環境與機會的滿意程度有顯著性相關之項目裡,除(1)和諧的 同事情感、(2)良好的主管與部屬關係、(3)與家人相處的時間、(4)工作的保障與無慮的生活,還包括「自我實現的成就感」、「富變化的工作內容」等項 目之滿意程度較高。 在激勵措施方面(1)完善的福利措施、(2)發放績效獎金、(3)合理的升遷制度、(4)鼓勵員工在職進修、(5)休假旅遊補助,被省立醫院從業人員認為 最有效與最重視。其中年齡在31-40歲之人員認為第二專長的訓練對其有激勵效果,研究所教育程度的員工則較重視「鼓勵員工在職進修」、「專業能力的進階 制度」、「第二專長的訓練」以及「管理能力的訓練」等自我提昇專業技能的訓練及第二專長的培養之生涯規劃,此外男性員工對「專業能力的進階制度」、「第二 專長的訓練」較重視,而擔任主管職務者認為「管理能力的訓練」,與其自我之生涯規劃有一致性之需求度。 最後省立醫院人員認為,目前工作滿意程度依序為:(1)與同事之相處、(2)主管的領導溝通能力、(3)目前工作的挑戰性、(4)工作上專業能力的發揮等 四項。整體而言,省立醫院之從業人員對目前的工作情況均感滿意。

The provincial hospitals system is the largest scale in the public sector of medical Institutions.After the National Health Insurance Policy provenance,the competition and administration pressure increased.In 1998,the Taiwan province diminishes and annual budget decrease causes the personnel unstable.This study is to figuer out the demands and motivations factors of staffs in provincial hospitals.In additions,the job satisfaction is also analyzed.The hospitals of this study is randomly selected,seven out of twenty-two is sampling.One thousand and hundred questionnaires is issued and six hundred and fifty four are received.The returned rate is 59.45%. The results of this study include: Ⅰ)The most demand factors of the staffs in general include (1)Job stability (2)sound working environment (3) nice relationships between superior and subordinate (4) suffocation family time (5) hominy relationship among staffs. Besides the Chinese Medical Doctors and Nurses emphasized on the opportunity of on job training and the ability of specialization. Those staffs owned graduate degree demand high automotive job. The administer level need the self-achievement. Ⅱ) The factors of the staff feel satisfied include:(1) Homony relationship among staffs (2) nice relationship between superior and subordinate (3) sufficion family time (4) Job stability (5) self-satisfaction (6) veriety of job contains. Ⅲ) The most demand factors df the staffs in terms of motivation include:(1) perfect welfare policy (2) performance bonus (3) reasonable performance system (4) opportunities of on job training (5) On leave traveling subsidized. Besides the staff aged of 31-40 regarded the training of second specialization would be most important. Those staffs owned graduate degree demand on job training, promotion based on specialization training, and management training program. Besides male staffs regarded promotion based on specialization and second specialization training as most important. And administration level feel management training program is essential. Ⅳ) The factors of the staff feel satisfied include:(1)nice staff relationship (2) the leadership and communication skills of superior (3) the skills of present job obligation (4) the achievement of job specification. All in all, the staffs of provincial hospitals were satisfied with their job.
