臺 灣農會的事業、經營環境因金融自由化、農產品貿易國際自由化等影響之下,變得更加嚴苛。另一方面,面對農民會員專業化高技術的需求,農村混住化農會會員多 元化的需求等等,在在顯露了基層單位的農會在資訊提供力、農業經營指導力、市場對應力上已面臨無法突破的瓶頸問題。此外,農會本身會員審查作業不嚴謹、地 方派系介入、自己資本形成能力之地區別差異大、農會經營管理不完善等,致使經營根基不穩,金融擠兌風波頻傳,甚至有倒閉事件發生,再加上農會間、系統組織 間連結力太弱,因此,臺灣農會經營根基的強化,實是當前重要課題。 相對地,與吾國農業背景、農會制度、事業較類似的日本農協同樣標榜為了農協經營根基的強化,從1988年積極進行「廣域合併推進對策」企圖從當時約4千個 基層農協計劃在西元2000年合併為1千個總合農協,而且,在1994年更決定要改革目前三階段系統組織,實踐以二階段制為中心的系統組織。同時,更決定 要於西元2000年要將基層農協2264個合併為549個。 日本農協順利合併的經驗及其實質意義,應值吾國參考,因此本研究的主要目的為: 1.研究日本農協合併經驗可供吾國借鏡之處。 2.研究臺灣農會組織現存的瓶頸問題及有無合併的必要性。

The Farmer\'s association in Taiwan has been facing serious and new circumstances, for example the severe competition in financial market and its economic businesses. Furthermore, due to the weak combined relation with other local Farmer\'s Association and Systematic Upper Organizations, the Farmer\'s Association cannot overcome the main obstacles of development by itself. Similarly, the same problems have also challenged Japan. Since the latter half of the 1980\'s, the Japan Federation has been promoting the mergence of cooperatives to cope with changing socioeconomic conditions The Federation has decided to amalgamate agricultural cooperatives into less than 1,000 units and to change the present three columns to two it of systematic organization, before the year 2000 AD. In order to study the topic, the research will be divided into three main parts. The first, the research was approached to seek what are the meanings of \"Amalgamation of Farmer\'s Association\" from Taiwanese related situation and Japanese practical experiences. The Second, the necessity of \"Amalgamation of Farmer\'s Association\" was be analyzed from the situation consumed with main existing problems. The third, we try to analyze what\'s the relative advantages and feasibility to practice \"Amalgamation of Farmer\'s Association\" from the viewpoints of \"an answering policy to the formation of producing district\" Expect studying the experience, the type and the trend of the mergence of cooperatives in Japan from document and investigation, we acquired 291 effective questionnaire from 546 formal members of the local farmer\'s association. By analyzing the survey data, the finding of the research are :(1)it is about 26.8% the percent of the formal members considering to adopt mergence of the farmer\'s association in order to solve pressing problems. Further more, from the multiple regression we find \"the degree that the existing problem farmers\' association\" should be improved being the most important factor(Beta=0.245) the second is \"the number of employees in farmer\'s association\"(Beta=-0.157). And then, those are \"north area\" (Beta=-0.144),\"east area\" (Beta =-0.132). (2)It is about 30% considering to adopt mergence even though they will made some sacrifices. Furthermore, form the multiple regressing \"the need of the mergence “is found the most important factor. And then, the order is \"the importance of legal missions in farmers\' association\" (Beta=-0.185), \"the degree participation extension activity\" (Beta=-0.147) \"the degree to prates economical missions(Beta=-0.119), and \"the degree participating financial business\" (Beta=0.151)
