我 國未來以將台灣發展為亞太營運中心為主要的目標,藉以創造台灣在世界上的競爭地位。而以我國目前的現狀評估來看,又以亞太製造中心為我國較具優勢地位之 處,因此政府積極將台灣發展為一個科技島,企圖將台灣的產業由傳統的工業,提昇至高科技的產業,而本研究依此針對高科技產業為調查研究對象,探討高科技產 業對人力運用情況,及對未來一年及三年人力的需求,並同時了解組織因素對人力運用、人力需求的關係以及組織因素、人力運用對人力需求的影響,以嘗試建立影 響人力需求及人力運用的理論模型,並作為政府在因應企業界未來的需求,有效推動資源規劃及人力培育的參考。 本研究以積體電路、電腦及週邊、光電、通訊等四個產業的 221 家廠商為研究對象,以郵寄問卷的調查方式,進行資料的收集,並經電話及第二次問卷的催收,共回收了 43 份有效問卷,其研究結果如下: (一)組織因素與人力運用之關係 1.組織因素對於專科、大學、碩士、博士、碩士理工科系、博士理工科系的人力運用有顯著的影響。 2.組織因素對於專科、大學、碩士、博士、專科理工科系、大學理工科系、碩士理工科系的離職比例有顯著的影響。 3.組織因素對於專科、大學、碩士以上人力運用滿意度有顯著的影響。 4.組織因素對於專科、大學、碩士以上的人力運用成功有顯著的影響。 (二)組織因素與人力需求 1.組織因素對於未來一年及三年人力需求人數及人力需求比例有顯著的影響。 2.組織因素對於未來一年專科、碩士、博士的人力需求及人力需求比例有顯著的影響。 3.組織因素對於未來專科、大學、博士理工科人力需求比例有顯著的影響。 4.組織因素對於機械、化學科系的人力需求比例有顯著的影響。 5.組織因素對於男性、性別不拘的人力需求比例有顯著的影響。 (三)人力運用與人力需求之關係 1.人力運用對於專科、博士的人力需求人數有顯著的影響。 2.人力運用對於碩士、博士的人力需求比例有顯著的影響。 3.人力運用對於大學、碩士理工科的人力需求比例有顯著的影響。 (四)組織因素、人力運用對人力需求的影響 1.組織因素及人力運用對於專科、碩士的人力需求有顯著的影響。 2.組織因素及人力運用對於專科、大學、碩士、博士的人力需求比例有顯著的影響。

In the future, to develop Taiwan as a Regional Operation Center in Asia Area is our first object. After evaluate our economical status by professionals, Taiwan has a clear advantage to develop as manufacturing center. As for this, our government try to build Taiwan as a high tech island by developing high tech industry. The purpose of this research is to find the relationships among organization factor, manpower utilization and manpower requirements. This study use questionnaire survey for the personnel manager from the samples of integrated circuit industry, optical electric industry, computer industry, communication industry. Among the 221 questionnaires mailed, 43 of them were eligible. The major findings and important results with specific contributions of this research are listed as follows: 1. the relationship between organization factor and manpower utilization (1)Organization factor has significant effects on the percentages for hiring the college, bachelor, master and Ph.D. graduates. (2)Organization factor has significant effects on the rates of turnover in the college, bachelor,master and Ph.D. graduates. (3)Organization factor has significant effects on the satisfaction of hiring the college, bachelor, master graduates. (4)Organization factor has significant effects on the hiring success of the college, bachelor, master graduates. 2.the relationship between organization factor and manpower requirements. (1)Organization factor has significant effects on the manpower requirements for the future one and three years. (2)Organization factor has significant effects on the manpower requirements for the college, master and Ph.D. graduates in the future one year. (3)Organization factor has significant effects on the manpower requirements for the graduates who major in the mechanics and chemistry in the future one year. (4)Organization factor has significant effects on the manpower requirements for the male in the future one year. 3.the relationships between manpower utilization and manpower requirements (1)Manpower utilization has significant effects on the manpower requirements for the college and Ph.D. graduates. (2)Manpower utilization has significant effects on the percentages of the manpower requirements for the master and Ph.D. graduates. 4.the relationships among organization factor, manpower utilization and manpower requirements (1)Organization factor and manpower utilization have significant effects on the manpower requirements for the college,bachelor, master and Ph.D. graduates. (2)Organization factor and manpower utilization has significant effects on the percentages of the manpower requirements for the college, bachelor, master and Ph.D. graduates.
