文 化因素向來攸關管理外籍員工之成敗,不同國家之人民由於文化背景之差異,常培育出不同的工作價值觀,直接對企業體之運作產生關鍵性影響。擁有多國籍員工之 管理者誠須培養對於不同國度文化之敏銳性,而其管理方式之良窳,常取決於能否依據員工之文化特性做適切之修正。 中華民國台灣開放引進外勞迄今已屆九年,諸多管理之問題正逐漸形成負面的社會成本。政府及業界亟須規劃完善之外勞管理制度,俾持續發揮政府引進外勞以提高 整體經濟效益之初衷。有鑑於此,本研究希望從文化差異的角度切入,調查外籍勞工與本地員工在工作價值觀上之差異,進一步了解外勞對工作的需求暨組織運作的 看法,從而針對訪查的結果,建議本地管理者如何在組織結構、激勵策略及領導風格上做適度之修正,使切合外勞之需要,以降低外勞引發之問題,提升經營管理效 能。

The cultural factor contributes directly to the effectiveness of managing foreign labors. People with different cultural background will cultivate various work values which have critical impact on business operations. Managers in the enterprises possessed of labors with plural nationalities must therefore develop sensitiveness toward different cultures so that they could adjust their management style according to the characteristics of each culture. Taiwan has approved the import of foreign labors since 1989, but the problems of managing foreign workers have gradually created negative effect on the society. An ideal administrative institution for foreign labors is thus necessary to meet the purpose of importing labors from other countries. In order to investigate the differences of work values between local and foreign workers due to their divergent cultural background, this study will aim to realize the viewpoints of foreign labors toward the operation of organization and their expectation and needs from the job. Base on the results of the investigation, this study also intends to reduce the problems of managing foreign workers and increase effectiveness of management behavior by suggesting local managers about how to make adjustment in organization structure, motivation strategy and leadership style.
