本研究旨在探討台灣中小企業應如何運作策略聯盟,以掌握政府推行亞太營運中心政策所帶來之機會。根據對185家台灣中小企業之調查結果發現 (1)全體受訪之中小企業均有意願配合亞太營運中心計劃發展策略聯盟; (2)發展策略聯盟之成因可分為「環境導向型」及「資源導向型」兩類; (3)聯盟範圍及對象則傾向採取垂直整合方式,並以本國籍亞太地區企業為主要合作對象; (4)參與策略聯盟意願高低程度不同之中小企業,在策略聯盟合作型態、成員地區分布、成員規模差異及成員數目等方面,具有顯著不同之作法; (5)「環境導向型」及「資源導向型」之企業在聯盟運作方式上亦具有相當程度之差異。 因此本研究建議台灣中小企業: (1)應採行兩階段性之策略聯盟方式,由大企業協助帶領中小企業以行銷聯盟方式進入亞太地區新興市場,俟中小企業掌握策略聯盟所需之知識及經驗,再自行發展技術或其他形式之策略聯盟; (2)「環境導向型」企業之策略聯盟應強調成員間之運作規範及績效控制,並以達成短期且有效之合作成果為主要目的; (3)「資源導向型」企業之策略聯盟則係強調成員間之資源交換、互補及分工,並以追求長期且穩定之合作關係為主要目標; (4)聯盟之運作仍應由參與企業本身主導,而政府機關及學術研究機構則應扮演協助、輔導及整合之角色。

This Study intends to discuss how Taiwan Small and Medium Businesses should develop their strategic alliances under the plan of developing Taiwan as an Asia-Pacific Regional Operations (APROC). By conducting the survey of 185 Taiwan small and medium firms, this study summarizes the following findings: (1) all firms are willingness to develop strategic alliances under APROC plan; (2) by analyzing the reasons of participating strategic alliance, firms are classified into two major categories, namely as \"Environments Oriented\" and \" Resources Oriented\" respectively; (3) firms incline to integrate vertically and prefer to cooperate with local or Asia-Pacific firms; (4) Significant differences between strong willingness firms and less willingness firms in operating alliances and choosing partners are existed; (5) Significant differences between environments-oriented firms and resource-oriented firms in operating alliances. Therefore, this study make several suggestions for Taiwan small businesses: (1) firms should pursue two-stage strategic alliances, market then technology-oriented, to help firms expand new market and learn how to operate alliance first. After that, firms can develop technology-oriented strategic alliances in accordance with their needs; (2) environments-oriented alliances should focus on controlling their operations and performance to achieve short-term objectives; (3) resource-oriented alliances should focus on resource exchange and sharing to building a long-term relationship among partners; (4) strategic alliance should be led and managed by firms, not by government-related agencies and academic/research institutions. Government-related agencies and academic/research institutions are recommended to act as catalyst for setting up a link to increase such alliances, and to assist firms to solve problems faced under APROC plan.
