組織成員為了追求個人利益,會運用本身既有的權力與資源,以獲 得個人所意欲的結果,這些活動即構成了政治行為,而當組織進行變革時,由於增加工作環境的不確定性,使得既得利益者總會感到危機及權力分配的挑戰,進而對 組織變革產生抗拒行為,造成對組織變革績效有所影響。國內對組織政治行為與組織變革關係的實證研究付諸缺如,本研究乃欲探討組織成員在進行組織變革時,組 織中的政治行為所扮演的角色,並以組織政治知覺來衡量組織中的政治行為,以全面品質管理作為組織變革的衡量,採問卷調查方式,以通過ISO9000認證的 廠商為調查對象。 本研究將組織政治知覺分為三因素構面---升遷政策與上司的政治行為、同事與派系間的政治行為、低開放的組織文化,研究結果顯示,組織政治行為對全面品質 管理的實行度及績效均呈顯著的負向影響,組織的政治知覺愈高,其全面品質管理實行程度及績效愈差。其中以『升遷政策與上司的政治行為』影響最大,組織政治 行為主要是影響全面品管理組成因素的組織行為面,如高階主管的承諾、員工的授權與參與等,進而影響全面品質管理的實行績效。

Organizational politics involve intentional acts of influence to enhance or protect the self-interest of individuals or group. Due to increasing uncertainty on organizational change, political system becomes active in organization. Ones will feel the factors of political behavior in the working setting. And the feelings form the perception of organizational politics. The perceptions will effect involvement of employee, team-based problem-solving, practices of policy, and so on. There are few positive researches on political topics in organizational change. Total quality management is a new management method and it is a radical change not incremental. Organizational function and culture will be changed when implement TQM.

This research is to understand relationships between political behavior and organizational change. How does political behavior play a role on organizational change? After the surveying and analyzing, we get the results following: the perceptions of organizational politics has significantly negative relationship with \"implementing and performance of TQM\". The more perceptions of organizational politics, the worse implementing and performance of TQM. In Study, there are three factors---\"policy of promotion and supervisor political behavior\", \"coworker and clique political behavior\" and \"not open organizational culture\" in perceptions of organizational politics. \"Policy of promotion and supervisor political behavior\" has greater effects on TQM. Organizational politics influenced TQM factors---open organization, employee empowerment, committed leadership.
