台灣地區自 1994 年 2 月 7 日公佈「師資培育法」後,台灣地區的師資培育進入新的階段,希望透過「開放」與「多元」的方式,達成「卓越」的目標。一方面,國立中正大學遂即於 1995 年精心規劃設立中等學校教師教育學程,開創台灣地區新式師資培育工作之先河。另一方面,教育部於 1996 年辦理全國教育學程之評鑑,中正大學教育學程中心之辦學績效,獲評為全國優等,樹立優良典範,其辦理新式師資培育之努力,深獲肯定。究竟中正大學如何透過 教育學程「課程發展」 (curriculum development),以達成培育師資之教育目標?中正大學教育學程「課程發展」過程當中,有關學者的「理想課程」、政府的「正式課程」、學校的「知 覺課程」、教師的「運作課程」與學生的「經驗課程」等層面,究竟是如何經過規劃、設計、實施與評鑑,尚待探究。特別是其課程規劃之途徑 (approach tocurriculum planning) 、課程變革之本質(nature of curriculum change)、課程設計之歷程 (process of curriculumdesign)、課程實施之策略 (strategy ofcurriculum implementation) 與課程評鑑之方法 (method of curriculumevaluation) 等問題之探討,可以作為「以學校為依據的課程發展」或「學校本位的課程發展」 (school-based curriculumdevelopment) 之個案。研究者希望能夠透過「個案研究」 (case study)、「課程學術探究」 (curriculum scholarship) 與「行動研究」 (action research) 等途徑探究中正大學教育學程「課程發展」的歷程與結果。研究者需要透過各種管道蒐集如申請計畫書、規劃報告書、課程規劃會議記錄、課程表、課程大綱、學生 選課說明書、學生手冊等課程物質材料之「一手研究資料」,以及他人的描述分析和評鑑的報導等等「二手研究資料」。此外,研究者必須儘己所能地蒐集各種新的 資料與資訊,例如,經由訪問當時參與課程發展的人員以及參與該課程發展方案的學校教師與選課學生等等主要人物以便取得更多的「一手研究資料」。研究者希望 能夠進一步綜合融貫訪談所得與蒐集得來的檔案資料,作為分析探究與詮釋學校課程發展的資料來源與基礎。研究者任職於中正大學教育學程中心開設「課程設 計」,並在中正大學教育學研究所開設「課程設計研究」與「課程評鑑研究」等科目,非常關心教育學程之「課程發展」。研究者希望以此作為台灣地區綜合大學教 育學程課程發展的個案研究,嘗試從統合之「整體觀點」來描述分析其課程規劃途徑、課程革新本質、課程設計歷程、課程實施策略與課程評鑑方法等課程發展實際 層面,並加以批判討論與評議。希望本研究之結果,一方面透過「行動研究」累積課程發展之寶貴經驗,作為中正大學教育學程中心進行下一個階段課程規劃改進的 參考,改善學校課程發展實務工作,建立「課程發展」慎思熟慮的 (deliberate) 行動實務基礎;另一方面,更嘗試探究台灣地區「以學校為依據的課程發展」之理論基礎,或許可以做為國內其他辦理教育學程之大專院校之借鏡,作為建構台灣地 區「以學校為依據的課程發展」之本土學術研究理論基礎。因此,本研究有其學術理論創新性與課程研究重要性,而且本研究有其課程發展實務工作與教育學術理論 研究的雙重重要性與價值性。

A new Teacher Education Law in Taiwan was issued on 7 February 1994, it empowered all the comprehensive universities and polytechnic universities in Taiwan to run a new kind of Teacher Education Program under the supervision of the Ministry of Education. The National Chung Cheng University, as a comprehensive university, set up its Teacher Education Program in the 1995 academic year, and subsequently was graded as an excellent level by an official evaluation conducted by the Ministry of Education in the 1996 academic year. What was the approach to curriculum development adopted by the Chung Cheng University to run its Teacher Education Program and achieve its educational goals? How did the Center for Teacher Education at the National Chung Cheng University plan, design, implement and evaluate its Teacher Education Program? What were the intended curriculum, official curriculum, operational curriculum, perceived curriculum and experienced curriculum in the process of curriculum development? The author would like to conduct a case study to investigate the approach to curriculum planning, the nature of curriculum change, the process of curriculum design, the strategy to curriculum implementation and the method of curriculum evaluation adopted by the this University to run its Teacher Education Program, as a case of school-based curriculum development project.As one member of the faculty in the Center for Teacher Education at this University, the author would like to adopt both an action research and a curriculum scholarship approach to conduct this case study. There are two purposes in this research, the practical purpose is to contribute some critical observations on the process of curriculum development in this Teacher Education Program as an action basis to improve it; the theoretical purpose is to create a case study of the curriculum development in this Teacher Education Program as a scholarly basis for the establishment of a rationale of school-based curriculum development in Taiwan.
