科技人才與研究成果服務平台(NPHRST)自民國103年首次進行國內博士教育及就業環境的全面性調查迄今已邁入第三年,為回應社會趨勢,遂將今年調查重點聚焦於我國各領域各機構別博士人才的流動意向。本調查問卷包含「基本資料」、「博士教育」、「目前就業」、「流動意向」、「您對於人才流動的看法」和「其他意見」六大部分。「基本資料」包含性別、年齡、婚姻狀況與有無未滿18歲子女;「博士教育」包括就學身分、博士畢業學校類型、修業起迄年、博士畢業科系學門與就讀動機;「目前就業」主要了解就業狀態、現職工作地點、現職工作類型、機構性質、職業別、現職工作與博士所學相關性、薪資接受度與選擇現職原因;「流動意向」則探討是否擁有海外工作經驗、未來5年有無意願前往海外工作、欲前往國家、選擇特定國家之原因、有意願或無意願前往海外工作的原因,以及前往海外工作後是否有意願回國等;「您對於人才流動的看法」主要討論受訪者如何看待人才流動,政府對該議題應抱持的態度與應採取的作為;第六部分「其他意見」項目採開放式填寫,包含對目前國內博士人才前往海外之看法與建議、政府對人才流動應採取的立場與作為,以及個人依其自身聽聞海外流動發展情形之看法與分享。 本次調查以NPHRST中年齡70歲以下目前在國內居住或就業之本國籍博士為調查對象,並排除無電子郵件信箱或電子郵件信箱有誤者,最終共寄發45,769份問卷調查函,退回3,850份,調查時間為民國105年6月20日至7月15日,問卷採不記名方式,最後共計回收5,385份問卷,去除重複填答者,最終有效問卷共計5,243份,回收率為12.5%。報告調查結果分為量化與質化,量化結果分為基本資料、現職工作、流動意向、目前流動情形、對於人才流動的看法等五大部分;質性分析部分,根據1,954份回卷資料整理為「海外流動成因」、「海外工作情形」、「人才流動之看法與政策建議」等三項。結論針對量化及質性分析進行綜整,並依此提出產業轉型與升級、立法或改善工作相關制度、掌握人才庫與提供媒合、輔導與獎勵國際合作、盤點人才以留才或攬才,以及鬆綁人才延攬之法規等建議。

The nationwide doctorate employment survey conducted by National Platform on Human Resources in Science and Technology (NPHRST) since 2014 has entered the third year. In response to social trends, we focus on this year's survey to the flow intention of PhD talents in Taiwan. The six main parts of our survey questionnaire are --I. Personal Information, II. Doctoral Education, III. Current Job, IV. Intention to Work Abroad, V. Your Views on the Flow of Talent and VI. Other Opinions. I. Personal Information includes: gender, age, marital status and if any children under 18 years of age; II. Doctoral education includes: status of PhD student, type of doctoral school, year of study, doctoral program and motivation; III. Current Employment is mainly concerned with the status of employment, current job location, job type, type of institution, occupation, relevance of current job and doctoral study, salary acceptance and reasons for selecting current job; IV. Intention to Work Abroad discusses whether there is overseas work experience, if any willingness to work overseas in next 5 years, the reasons for going abroad, the reason for choosing a specific country, and whether or not to return home after several years; as for V. Your Views on the Movement of Talent, we intent to understand how respondents perceive the flow of talent and the attitude and actions that the government should take on the issue; the VI. Other Opinions is open-ended and contains the views and recommendations on the current doctoral talents to overseas,how government should react to the flow of talent, and what have heard of by respondents, and their opinions on the present situation of overseas flows.
Exporting directly the emails stored in NPHRST database, only includes those PhD holders aged under 70 who now live or work in Taiwan. A total of 45,769 questionnaires were sent (3,850 were returned) during 20th June till 15th July, 5,283 valid respondents were collected, the response rate is 12.5%. 
The results of this report are divided into quantitative and qualitative, quantitative results are divided into five parts as “Basic Information”, “Current Jobs”, “Mobility Intentions”, “The Current Situation”, and “The Opinion of Flow of Talent in Taiwan”; while qualitative part contains “The Causes of Overseas Mobility”, “Working Abroad ”, and “Opinions and Policy Recommendations on Talent Mobility” based on 1,954 respondents’ comments. The conclusion integrate the quantitative and qualitative analysis and puts forward some suggestions, such as industrial transformation and upgrading, legislation or improvement of employment related system, building overseas talent pool and providing job matching, counseling and rewarding international cooperation, as well as loosen the rules of recruiting talents.
