科技人才與研究成果服務平台(NPHRST)自民國103年首次進行國內博士教育及就業環境的全面性調查,頗獲各方肯定與期許,今年將調查重點聚焦於不 同機構性質及領域之供需情況及對未來博士就業市場之看法。首先,問卷根據博士現職工作的機構性質與職業別分為「大專校院」、「研究機構」、「企業」及「醫 療院所」等四大類型,包含「基本資料」、「博士教育」、「目前就業與供需情形」、「未來博士就業市場」及「其他」等五大部分。其中「目前就業與供需情形」 分為現職工作與供需情況二部分,除現職工作主要了解現職工作類型、機構性質、職業別、主要工作內容、現職工作與博士所學相關性、薪資接受度、選擇現職原因 與離職傾向等,供需情況則針對現職機構/部門的人力運用狀況、勞逸不均問題、甄選新進人員競爭及適任情形、國外學經歷是否有求職優勢、母校畢業是否有求職 優勢及學用接軌情形等進行探討;至於「未來博士就業市場」主要討論目前工作領域的未來五年整體就業環境與就業市場供需情形、政府應否干預國內博士就業市 場,以及政府應如何解決國內博士就業相關問題等;第五部分的「其他」項目採開放式填寫,包含對目前國內博士人才的培育現況與就業發展之看法與建議,以及對 目前或未來的博士就業市場問題與趨勢之看法並希望政府提供哪些協助等。 本次調查仍抽取NPHRST中所有具博士學歷者,去除已退休與年齡為70歲以上者,並排除無電子郵件信箱或電子郵件信箱有誤者,最終共寄發 40,547份問卷調查函,退回639份,調查時間為民國104年7月10日至7月31日,問卷採不記名方式,最後共計回收4,846份問卷,去除重複填 答者,最終有效問卷共計4,590份,回收率為11.5%。 本報告調查結果分為基本資料、現職工作、目前供需知覺情況、學用接軌情形、未來五年博士就業市場等五大部分項。結論針對報告量化及質性分析最為關注之 少子化、學用接軌差、低薪等現象提供建議。

National Platform on Human Resources in Science and Technology (NPHRST) launched the first nationwide doctorate employment survey in 2014. This year, NPHRST aim at exploring supply and demand for four major sectors for Ph.D. in Taiwan which are Higher Education, Research Institute, Industry and Medical Care. The five main parts of our survey questionnaire are -- I. Personal Information II. Doctoral Education III. Current Job and Perceived Supply and Demand IV. Job Market for Ph.D. in the next 5 years and V. Other. In Part. III we intend to understand the recruitment competition and manpower allocation problems in the four sectors above, while Part. IV plan to collect evidence on environmental perception of the future labor market, also should government play a role or not. At last, Part V. designed as optional open answer questions for respondents to comment on anything about education and employment in Taiwan. As usual, we use the emails stored in NPHRST database, by excluding Ph.D. holders whose age is over 70. A total of 40,547 questionnaires were sent during 10th July till 31th July, overall, 4,590 valid respondents were collected, the response rate is 11.5%. The report was written into five parts which show all descriptive results in first four parts of the questionnaire.The conclusion in the end of the report presents our suggestions on important issues lately like university closures and faculty layoffs due to low birth rate, big gap between theory and practice, and low salary level in Taiwan.
