「民意、選舉與台灣的大眾政治:一九九六年 台灣總統選民的研究」調查計畫是由國立台灣大學政治學研究所「政治體系變遷與選舉行為研究室」執行。旨在透過調查1996年舉行的總統與副總統選舉中選民 的投票行為,目的分析影響選民進行決定因素,以建立台灣選舉與選民投票行為的理論模型。1996年總統大選為台灣首次由直接民選的模式產生國家元首,本計 畫為我國第一次對總統選民的研究。

本資料檔為「民意、選舉與台灣的大眾政治:一九九六年台灣總統選民的研究」調查問卷資料,問卷內容包括選民的政治態度與興趣、對各組總統候選人的認知 與對候選人個人特質與能力評價、政黨認同與政黨形象,群體認同、選舉議題與候選人的議題立場、投票決定與影響因素、媒體的使用與社會網絡、對統獨的看法、 李登輝情結與對中共軍事演習的態度、對總統選舉過程的感受、對選務的評估。最後是受訪者的個人基本資料,包括受訪者的年齡、教育程度,與受訪者的職業及收 入。

本次調查以設籍臺灣省、台北市、高雄市,具選舉權之公民為研究母體,以各地方選舉委員會公布之「總統選舉」選舉人名冊為抽樣清冊。抽樣方法採分層等比 例多階段抽樣原則。分層原則按都市化程度分出北、高兩市與台灣省,台灣省再細分省轄市、縣轄市與鄉鎮,並依總統選舉中三黨的得票比例共分出十層。分層決定 後再以各層選舉人數占全國選舉人數比例,計算應抽出樣本數,先抽出行政區,再抽出投開票所,最後抽出受訪樣本。此外為確保足夠樣本數,預留九倍之替代樣 本。本調查主要於1996年3月至6月進行,調查方式採訪員面訪調查,最終樣本數為1,406案。

The presidential and vice-presidential election held in March of 1996 was the first-ever-direct popular presidential election in the history of the ROC. After a long transition process , the selection of national leaders as well as the highest-level officials through this most important democratic ritual signifies that political democratization in Taiwan has finally been achieved . Our study , the first of its kind to examine the electorate in a presidential election, focuses on the voting behavior of the electorate . After the fourth constitutional amendment in 1997 , the governmental system of the ROC has gradually moved towards the so-called \' administrative dual-track system\' ( or the \'administrative dual-head system\') . This system endows the President with many substantial executive powers , including nominating the president of the Executive Yuan and dissolving the Legislative Yuan. As a result , the quadrennially held presidential election hereafter is critical to the continued evolution of this entire political system. Therefore, studying the electorate in presidential elections will no doubt become a focal point in future studies of voting behavior in Taiwan.

In designing the questionnaire, the research team chose to use the structured closed-questionnaire format with a few open-ended questions. The open-ended questions asked interviewees about what problems they thought needed to be solved first ; what political positions and propositions of the candidates they supported; and if and why they considered choosing an opposing presidential candidate. Ten parts make up the whole structure of the questionnaire, with the first two parts beginning with the electorate\'s political attitudes and interests , then their knowledge of each group of candidates and their evaluation of each candidate\'s personal characteristics and abilities . The third part includes party identification and party image , followed by the fourth part inquiring about group identification . The fifth part concerns issues raised during the election and each candidate\'s position on the issues. The sixth part includes voting choices, voting motivations, and voting orientations . The seventh part includes the use of media and social networks. The eighth part is general political attitudes, which include viewpoints on the unification-independence issue, the Lee Teng-hui Complex, and attitudes toward Mainland China\'s military exercises. The ninth part is perception of the presidential election process and assessment of the election . The last part asks for the interviewee\'s personal data, such as age, educational level , occupation, and income.

The purpose of this survey is to study the level of impact evaluation of candidates has on an electorate\'s voting decisions. Besides taking into account the important demographic characteristics of the sample population, it is critical to make certain that the percentage of votes given to the three parties in the sampled areas accord with the distribution of votes in the areas where each presidential candidate holds majority support. To meet the needs of our research, we use the multiple-stage sampling method. It includes the principle of probabilities proportional to size (PPS) , combined with stratified sampling and systematic sampling to strengthen the representation of the sample.
