「政治體系與選舉行為:民國八十四年三屆立委選舉的分析」是由國立台灣大學政治學研究所「政治體系變遷與選舉行為研究室」執行的調查計畫。旨在透過調查1995年舉辦之的三屆立委選舉過程中選民的投票行為,分析影響選民進行決定因素,以建立台灣選舉與選民投票行為的理論模型。尤其台灣立委選舉採取多席位選區的選舉模式,針對立委選舉的研究不僅可探討影響選民的各種因素,也能和其他不同的選制進行比較,以探討制度因素的影響。

本資料檔為「政治體系與選舉行為:民國八十四年三屆立委選舉的分析」問卷資料,問卷內容包括受訪者的個人背景(含家庭成員、職業、宗教信仰、收入與社會階層、社會關係等)、是否有參與政黨或其他組織、對國、民、新三黨的評價與印象、族群、國家結構與政體認同議題、對國家公共議題與政策的看法、對四組總統候選人印象與評價、對信任總統李登輝的評價、選舉活動的參與程度、對候選人與選務的意見、投票的決定與影響因素、選舉過程中是否改變心意、對候選人的評價與印象及資訊來源、政黨認同與統獨立場、兩岸關係、對選務效能、公正性與便民性的評價等。

本計畫以全台灣地區具選舉權之公民為研究母體,並以中選會公布之台灣地區選舉人名冊為抽樣清冊。抽樣方法採分層等比例多階段抽樣原則,首先依都市化程度分以及1995年立委開票結果之三黨得票率進行分層,將北、高兩市、台灣省轄市、縣轄市,以及鄉鎮總計分出十二層;並以各層選民數占全國選民數比例計算應各層抽取樣本,接著以P.P.S的方式抽出投票所,最後再抽出受訪者。並為確保足夠樣本數,預留九倍之替代樣本。本計畫於1996年1月26日起於寒假期間進行調查,歷時約三個月,調查方式採派出訪員進行面訪調查。最終樣本數為1,383案。

\"Political System Change and Electoral Behavior: An Analysis of Voting Behavior in the 1995 Legislative Yuan Election\" is the title of a recent research project conducted through the Workshop on Political System Change at the NTU Graduate Institute of Political Science. This project was financially sponsored by the National Science Council (series number NSC 85-2414-H002-018-Q3). The project\'s principal investigator was Professor Te-yu Chen from the Department of Political Science at NTU. The associate investigators were Professors Fu Hu, Yun-han Chu, and Shung-lian Liang, also of the NTU Political Science Department. Dr. Huo-yan Shyu and Dr. Nai-teh Wu, research fellows from Academia Sinica, Prof. Yung-tai Hung, Director of the Election Study Center at National Chengchi University, Prof. Ming-tong Chen from the NTU Graduate Institute of San Min Chu I, and Prof. Ying-lung You from the Department of Political Science at Soochow University also assisted on the project. The purpose of this project was to develop a better understanding of the relationship between the voting behavior of the electorate and specific characteristics of the political system. Towards this end, we conducted an empirical study of Taiwan\'s 1995 Legislative Yuan Election campaigns. Our study investigated several different research questions. First, we analyzed the relationship between the socio-economic background of voters (including their class characteristics and group identity) and their party affiliations. We also investigated the origins of party preference, including the role of party images and strong party identity. In addition, we researched the relationship between ethnic and national identities and voting behavior. This was accomplished by measuring the extent to which voters identified with either \'Taiwanese\' or \'Chinese\' ethnic identity and the extent to which voters supported either Taiwanese independence or Chinese reunification. The phenomenon of the \'Lee Teng-hui Complex\' was another major topic considered in this study. We measured the effects of the \'Lee Teng-hui Complex\' using political-psychological models of voting behavior, and used our findings to analyze the relationship between mass psychology and voting behavior. In addition, we observed the role of political culture in the attitudes of voters. We also obtained measures of the political participation, political mobilization, and the personal characteristics of candidates in our study. Finally, we measured the positions of voters on some special issues such as the politics of money, the problem that none of the three parties can win half of the seats, the grand coalition cabinet, and the split of the KMT. Our research methodology utilized the multiple stage sampling method, which included the principles of probabilities proportional to size (PPS), stratified sampling, and systematic sampling. We designed our questionnaire to include both structured and open-ended questions. The questionnaire asked voters what they most liked or disliked about the parties (particularly focusing on the main parties), their impressions of the candidates, and the origins of these impressions. The questionnaire also asked respondents to rank the most pressing social and political issues facing Taiwan at the time of the 1995 election.
