空氣污染具有多方面的危害,其中之一即是誘發人體罹患急性病症。本論文的研究目的即在於衡量出,台灣空氣品質改善下平均每位民眾的健康效益。本論文係以 假設市場評價法(Contingent Valuation Method, CVM) 分別利用間斷選則模型 (Discrete Choice Model) 以及存活分析 (Survival Analysis) 估計出評價函數 (Valuation fuction)並計算民眾對於避免一場急性病症的願付價值(Willingness to Pay)實證結果顯示,影響民眾願意支付代價或支付最高金額來避免一場急性病症的主要變數為受教育年數,慢性病病症,婚姻狀況否,上一場急性病症中的症狀 天數和及因病生活受到限制的天數,這些變數的估計係數顯著為正值。而上一場急性病症為感冒,問卷中設定之起價金額,及是否居住在高雄等變數在統計上亦呈現 顯著,但估計係數為負值。

在願付價值的計算方面,台灣民眾對於避免一場急性病症的願付價值平均約為1800元,而一場急性病症的持續天數約為--天,以此計算平均每位民眾每一個發病日的福利損失約為257.25元。

This report applied the contingent valuation method to elimate the dollar benefits of reducing symptoms of air pollution exposure. The data were collected by two household surveys, carried out in Taipei city, Taipei county, Kaohsiung city and Hualien city.

The analysis is a hedonic equation for the willingness to pay the last episode. An episode in our study is defined as a complex of their duration. The application of two models is reported here: the dichotomous choice model, and the survival analysis with interval-censored data. The dichotomous choice model generates a scenario most similar to that encountered by respondents in their usual market transactions.

Respondents merely state whether they would accept or reject a hypothetical amount. Logit and Probit regressions have been used to analyze respondents' valuation. The survival analysis is a function of individual characteristics and the episode of illness experience by the individual. The median household willingness to pay for avoiding an episode associated with air pollution was found to be about NT$1,800.
