本研究計畫旨在調查基因改變(GM)食品之市場潛力與其對臺灣農產貿易的影響。在目前消費者關心其對食品安全性與環境影響,其中兩種最重要的GM農作物-大豆與玉米,其生物基因改變的道德規範已是最受爭議的貿易議題。因此,瞭解影響消費者對GM食品之接受性,對政策制訂者,在處理農產貿課題與生物技術之發展,是特別重要的;對私人部門而言,其亦是GM食品商業化與市場化的關鍵。本研究計畫主要的目的是參與一個大型之多國研究計畫,該計畫將評估跨國性之消費者對GMOs和GM食品之接受程度。以及消費者對GM食品抗拒,對日本、挪威、西班牙、台灣與美國等國之農產貿易影響。這多國研究計畫已由陳文雄教授與他在美國俄亥俄州的GMO研究群予以整合。其中值得一提的是,本研究將使用的調查問卷,將和這些參與國家相同,這將有助於確保可信的國際間比較。調查內容包含消費者對GMOs常識、態度以及關於GMOs及GM食品標籤之看法。更重要的是,本研究調查將以CVM(contingentvaluationmethod)方法來搜集關於GM食品的購買意願及願付價值。本研究調查著重於GM大豆(RoundupReadysoybeans),它是其中最廣為討論的GM產品,由於它的食品原料被直接使用於蔬菜油和豆腐,以及像鮭魚等養殖漁業的飼養。本研究建議使用最先進的方法論去估計其購買意願,並評估調查資料中GM食品所對應的市場潛力。

The objective of this project to investigate the market potential for genetically modified (GM) foods and its impacts on agricultural trade in Taiwan. Consumers' concerns about the food safety, environmental impact, and ethics of genetically modified organisms (GMOs) have been one of the most contentious trade issues among the exporting and importing countries of soybeans and corn, two of the most important GM crops. Understanding the factors affecting consumer acceptance of GMOs in general, and GM foods in particular is very important for agricultural policy makers that deal with agricultural trade and biotechnology development. It is also critical for the private sector dealing with commercialization and marketing of GMOs and GM foods. This project will also participate in the multi-country research project on the assessment and international comparison of the consumer acceptance of GMOs and GM foods and the impacts of the consumer resistance to GM foods on agricultural trade in Japan, Norway, Spain, Taiwan and the United States. This multi-country research project has been coordinated by Professor Wen S. Chern and his GMO research group at The Ohio State University. One of the unique features of the proposed study is that we will use a survey instrument and questionnaire in five countries that will be jointly developed by researchers in the participating countries. Jointly developing the survey, and ensuring accurate translations through a blind translation process will facilitate a credible international comparison. The survey will be used to collect data on consumer knowledge, attitudes, perception about consumption and support for labeling of GMOs and GM foods. More importantly, the survey will be used to collect data regarding willingness to pay for GM foods using the contingent valuation method (CVM). Our survey will focus on GM soybeans (Roundup Ready soybeans), one of the most widely debated GM products as it is used directly as a food ingredient for vegetable oil and tofu, and as feed for fish farming such as salmon. We propose to employ the most advanced methodology to estimate willingness to pay and the corresponding potential market assessment for GM foods from the survey data.
