本計畫旨在調查並分析台灣地區民眾對改良基因食品的認知及接受程度,同時亦評估改良基因食品之標示規範與消費者權益保障議題,進而探討改良基因相關食品在台灣之市場潛力。 為能達成前述目標,本計畫針對全台灣地區進行抽樣電話訪問調查,以暸解台灣地區消費者對改良基因食品的認知與接受程度。調查結果除了可以研析出改良基因食品主要消費族群的特性,亦可以獲得消費者對改良基因食品標示規範的要求與期望,而得以能確保消費者的權益。 此外,本研究結果,亦可與先前調查比較,藉以分析政府在公佈基因食品標示規範後,消費者之反應變化和差異。再藉由與國際上相關消費調查研究結果之比較,我們亦可暸解我國與他國在改良基因食品消費上與認知上之差異性,是為本研究之長期目標。 本研究結果皆可提供政府在食品安全管理上與消費者權益確保上之參考,特別是在產品標示規範方面;及業者在產品定價上、標示上和研發上,能更迎合消費者對改良基因食品的要求。

The objectives of this project are to investigate the consumer acceptance of genetically modified (GM) foods and assess the market potential of GM foods in Taiwan.To serve these purposes,we plan to undertake two island-wide consumers'telephone surveys in 2002 and 2003.The survey results shall ref1ect Taiwanese consumers' current perception and acceptance toward GM food's,it can bc used to identify profile groups of GM foods.Empirical analysis using the Contingent Valuation Method (CVM) will also help us evaluate the market potential of the GM foods in Taiwan.By comparing this survey resu1ts with previous survey results of Taiwan,we are able to analyze impact of the recent announced “labelling regulation" of GM foods by government authority on consumer attitudes and market responses toward GM foods. Beside's the discrepancies between this study and other intemational relevant survey studies will be also investigated.Empiricat results of this project are expected to provide important information as well as meaningful policy implications on food safety management to policy makers in Taiwan.
